Position Summary (the reasons the position exists; a summary of what the is position is responsible for):

The Assessment Process Specialist III manages technological aspects of Test Development and Production processes for an assigned program or programs, and coordinates implementation of new systems and capabilities for a major program or program(s) with guidance from a senior manager.

The Assessment Process Specialist III may serve as a corporate and/or division expert in testing, specifically in the logistics of developing assessment instruments, practical measurement and test design.

The Assessment Specialist III acts independently to provide leadership and support test development work for complex testing programs and projects. The incumbent has full knowledge of all phases of the test creation process and may perform a lead external role. Additional duties may consist of providing guidance and direction to other assessment professionals and serving as a mentor to Assessment Process Specialists I and II.

Responsibilities (indicate 5-10 key responsibilities/tasks that effectively describe the position; List from most important to least important):
  • Works with Program Management and senior level staff to support the implementation of new systems and capabilities, supports
  • annual scope of work, including the annual item development plan, innovative products and services plan for forms construction
  • and field test sets and subsequent change orders for programs using ETS Item Banking and Scoring systems
  • Develop and oversee the system migration schedule for major program(s)
  • Manage the master schedule and develop sub-schedules, consulting all stakeholders
  • Monitor progress against work plan and escalate and resolve issues as appropriate
  • Assist in training to support Outside Item Writer non-content processes for assigned program (s)
  • Assist programs in reviewing their Test Assembly/Pool Management process using Item Banking tools.
  • Play a major role in implementation of major process changes such as IBIS or the use of vendor item banks and delivery platforms
  • Propose and implement process improvements and SOPs (Standard Operating Procedures)
  • Ensure that all items, tests and scoring materials developed are fair and valid, in compliance with ETS Standards for Quality and

  • Oversee the QMS (Quality Management System) documentation required for assigned program area
  • Serve as Primary AD point of contact for all non-content related work and may serve as liaison for client’s test development

  • Serve as program resource to clients and candidates, giving advice, interpreting program guidelines and attending meetings as

  • Lead regular internal meetings with project staff to communicate information and monitor schedules
  • Flow information to the appropriate staff, within relevant timelines, to resolve issues affecting all development areas
  • Serve as major contributor for the AD portion of RFP (Request for Proposal) responses
  • Support development of the AD portion of budgets
  • Monitor actuals against budget and take corrective actions
  • Prepare materials for RFP responses, including cost estimates

Alternate Test Format:
  • Has accessibility knowledge that can be applied to add significant value to adaptation of items, test forms and publications for accessibility and specific alternate editions of test forms.
  • Is knowledgeable about current standards and trends in accessibility.
  • Understands how technology affects the construct and adapted test forms/publications.
  • Effectively uses required technology for item accessibility reviews, addition of item accessibility features, for alternate test form
  • development.
 
ADSC:
  • Has expertise in proposing how to configure and use technological capabilities in standardized ways to develop assessments.
  • Can identify, analyze, refine, and prioritize user requirements for systems development.
  • Knows how to plans user acceptance testing.
Coordination:
  • Strong understanding of the requirements of each stage within the assessment development process. Understands the principles, conventions, terminology, and tools for stages within the process.
  • Facility with project management work organization and Microsoft Office tools.
  • Demonstrates the ability to adapt previous work experiences and gain knowledge from others and successfully provide recommendations or a course of action in new and ambiguous situations. Can adapt to changes to policies and processes and apply new learnings in an expected or reasonable time frame.
 
Education, Certifications, or Special Licenses: 
Bachelor’s degree in relevant field of study or the equivalent combination of education and experience from which comparable knowledge and experience can be acquired is required. Master’s degree in Education, Measurement or content field of specialty is preferred.

The ability to execute work assignments independently that are related to accessible content development and design activities for novel or complex products, including standardizing cross-product designs, interacting with external colleagues, and providing guidance to less experienced Accessible Content Specialists is required.

Relevant Years of Experience Required:
  • Minimum 5-6 years of progressively responsible experience in process or project management, administration, operational ortechnical activities.
  • Minimum 2-3 years of experience in external or internal client management.

Strong writing skills, well-developed organizational skills, and a willingness/adeptness with regards to learning new technology are required.

Experience in assessment development and up-to-date knowledge of the industry, trends, and standard practices are preferred.

Mastery of field of specialty, thorough knowledge of the assessment development process, plus extensive knowledge of testing and measurements in order to provide expert advice to the corporation, serve in a leadership capacity and represent ETS in professional organizations and the educational community.
