Job Description Summary

Organization Summary Statement:
The Center for Substance Use, Addiction & Health Research (CESAR) at the University of Maryland, College Park, was created in 1990 as a college-wide interdisciplinary research center. CESAR is dedicated to addressing the problems substance use disorders may create for individuals, families, and communities in Maryland and around the world. Our practical action-oriented studies and evaluations focus on improving access to treatment for substance use disorders, supporting long-term recovery, as well as best practices in hospital-based emergency care. Our work spans the State of Maryland, Washington, DC, as well as several international studies located in Cape Town, South Africa.

Job Description Summary:
The Center for Substance Use, Addiction & Health Research (CESAR) seeks a full-time Assistant Director of Administrative Services (ADAS) to support a multidisciplinary team of researchers leading multiple clinical trials and other state and federally funded research projects.

The ADAS will be responsible for managing aspects of the business services of the Center to include human resources, payroll activities, procurement, reimbursements, travel and sponsored research administration.

Key responsibilities:
• Manages the travel and procurement process to include initiating and managing procurement; maintaining requisition log; using and upkeeping P-card and logs; non-payroll transfers; MOU's for subject payments; purchasing supplies, equipment and services (i.e. building maintenance requests; catering for business meetings; room reservations for business events); following up on status of order; following up on status of payments to vendors; providing backup documents for monthly invoicing; monitoring spending to verify purchases are allowable (and follow sponsor and UMD policies) and funds are available; serves as the liaison between CESAR and UMD purchasing offices to address/solve any issues that may arise; maintain documentation related to expenditures 
• Pre-award to include assistance with budget development (proof to ensure accurate information per FA, fringe rate, tuition rates, etc.) 
• Post-Award Sub-recipient management; processes new award requests; modification requests; review subcontract invoices and verify that funds are available; keep track of invoice approvals and payments. 
• Account and post award management to include monthly reconciliations and report preparation.
• Reviews and approves travel (hotel arrangements, registration, airfare, etc.) using Concur; advises faculty, staff and students on University travel policies
• Manage payroll, including hiring, onboarding, changing effort, generating contracts; generating salary letters; payroll transfers; providing backup documents for monthly invoicing; serve as the liaison between CESAR and UMD/BSOS payroll offices to address/solve any issues that may arise
• Maintaining an accurate equipment inventory, tagging equipment when received, maintenance of keys 
• Other duties as assigned

Additional duties in this position include but are not limited to: 

Ensure compliance with all sponsor and University requirements. Ensure all internal and sponsor deadlines are met; that all documentation related to expenditure is easily available and accurate. Serve as liaison to University business offices and sponsor personnel regarding account expenses and resolve any questions or issues that arise.

Preferences:
Bachelor's degree from an accredited college or university
2 years of experience at UMCP conducting purchasing and payroll activities. 
Experience and knowledge in processing travel and procurement under federally sponsored awards at UMCP. 
Demonstrated proficiency in Microsoft Office/Excel 
Experience with UMCP systems i.e. Concur Travel system, and Workday.

Physical Demands: 
Works in an office environment; regularly requires sitting for long periods of time in front of a computer; occasional lifting of office materials and supplies.

Minimum Qualifications

Education: Bachelor's degree from an accredited college or university. Experience: Seven (7) years of professional experience managing business operations. Two (2) years of experience supervising or managing professional staff. Knowledge of administrative policies and procedures, and federal, state, and other applicable related laws, rules, regulations, and ordinances.Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to develop and administer new policies and procedures. Ability to interpret and apply policies, procedures, regulations, and laws.
