 Position Summary Information 
Position Purpose  | Under the general direction of the Director of Budget, the Assistant Director of Budget assists in the leadership and overall management of the SAP budget transaction and reporting module (FM-Funds Management), internal controls surrounding the university budgeting functions, financial reporting and analysis, and budget development and monitoring for the University, inclusive of Bloomsburg, Lock Haven and Mansfield campuses. The Assistant Director assists in managing the daily operations in the areas of developing and monitoring budgets, managing the SAP FM module, internal and external reporting, and developing the SAP Business Intelligence tool and related training.

The Assistant Director oversees continuous improvement of financial and budgeting processes and assists in leadership of the Finance and Budget teams to achieve best practices and optimum output. This position provides leadership, guidance, and supervision to staff positions within the Budget Office.

The home campus for this position is flexible to include Bloomsburg, Lock Haven or Mansfield.


Description of Duties  | • Assists in the strategic direction of the Budget Office in collaboration with the Director of Budget.
• Reporting to and collaborating with the Director of Budget, this position assists in the planning, coordination, and management of all E&G, Restricted, and Auxiliary fund budget activity and serves as a budget advisor to campus leadership and units to enable sound decision making and to promote stewardship of university resources.
• Assists in the preparation of the CPP (Comprehensive Planning Process, formerly known as the BUDRPT) and associated updates for review by executive management.
• Prepares significant variance analysis and advises the Director of Budget of significant deviations and/or opportunities for cost savings.
• Interprets and applies complex guidelines, rules, and regulations.
• Develops, reviews, and revises budget account standards and procedures for review, as needed.
• Develops positive relationships with key colleagues and stakeholders across the campus community and within the System office.
• Implements strategies that foster a culture of customer service and responsiveness.
• Provides clear, concise and robust financial written communications at the appropriate level of detail for any constituency, including staff, faculty, students, System office, trustees and others,
• Assists in preparing budget presentations for dissemination and briefing to campus governance groups.
• Assists with the development and dissemination of materials as directed, including presentations, white papers, schedules and analyses within assigned area of subject matter expertise – budget.


Decision Making  | The incumbent makes recommendations regarding SAP FM set-up including creation of carry forward rules and variants, development of timelines for most efficient processing, implementation of new functionality, and scheduling work priorities. In addition, this position supports Bl reporting and report development that will satisfy end user reporting needs. This position is also responsible for drafting content that will be published on the Budget Office website. It is expected that the incumbent will be able to work independently to complete position duties using a combination of skills, training, and experience to make recommendations. Appropriate research will be conducted by the incumbent before bringing in items to a higher level for decisioning.
Fiscal Responsibility  | The incumbent in this position is integral to ensuring fiscal responsibility and accuracy. This position assists with the overall management of the SAP budget transaction and reporting module (FM-Funds Management), internal controls surrounding the university accounting and budgeting functions, financial reporting and analysis, and monitoring E&G and Auxiliary budgets. The incumbent recommends cost savings possibilities as they are identified through the budget formulation process.
Supervisory Responsibility  | The Assistant Director of Budget is responsible for supervising staff.
Minimum Requirements Profile  | 1. Bachelor’s degree from a regionally accredited college or university in accounting, business administration, finance, or related field.
2. Minimum of four years professional work experience in budgeting, accounting, and/or financial analysis.
3. Excellent communication skills.
Preferred Qualifications  | SAP Experience. Experience in an academic setting. Extensive hands on budget preparation, financial reporting, and analysis experience, supplemented by the use of independent judgement.
