JOB SUMMARY
The Assistant Director, Operations Training Strategy and Innovation plays a key leadership role within the Operations Training department, supporting the Deputy Director in driving the strategic development and implementation of advanced, technology-enabled training initiatives. This position helps shape the department’s digital transformation by coordinating the design and delivery of virtual reality (VR), augmented reality (AR), and artificial intelligence (AI)-based training programs that prepare employees for the evolving demands of the operational environment. The role oversees the creation and maintenance of immersive learning environments, digital content platforms, and internal support systems. The incumbent will manage strategic relationships across departments and agencies to ensure that training initiatives are responsive, scalable, and aligned with organizational priorities. Additionally, the Assistant Director will supervise staff managing both technical innovation and essential departmental operations such as budgeting, procurement, and digital infrastructure.

DUTIES AND RESPONSIBILITIES
  • Lead the design, development, and delivery of virtual reality (VR), augmented reality (AR), and artificial intelligence (AI)-driven training programs, with a focus on improving workforce safety, technical proficiency, and operational readiness.
  • Enhance workplace safety through implementation of immersive technologies and simulation-based training for high-risk operational tasks.
  • Manage the department’s digital infrastructure, including websites, record-keeping systems, and learning platforms, ensuring accessibility, integrity, and effectiveness.
  • Lead departmental support operations, including budget development, financial management, and procurement of digital services and training technologies.
  • Evaluate and implement emerging technologies that enhance training delivery, personalization, and performance tracking, including AI-based learning analytics.
  • Serve as primary liaison with internal stakeholders, MTA agencies, and external partners on matters related to digital training programs, innovation projects, and data systems.
  • Ensure compliance with organizational policies, data security standards, and IT governance in all digital learning initiatives.
  • Support in all aspects of digital content creating, including video, photo and graphic design.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
 
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • Current and emerging technologies used in virtual reality (VR), augmented reality (AR), and artificial intelligence (AI) for training and simulation.
  • Video production, including: audio, camera, lighting and editing.

REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor’s Degree in a related field. Demonstrated equivalent experience, education and/or technical credentials to include two additional years of related experience may be considered in lieu of degree.
  • A minimum of five (5) years of progressive experience in digital learning, training program development, or innovation leadership, including at least three (3) years of experience managing a professional staff/diverse workforce and/or projects.
 
The following is/are preferred
  • Masters Degree or higher in Instructional Design and Technology
  • Proficient in Unity or Unreal Engine development
  • 3D Asset Development

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
