Scope of Job | Reports directly to the Executive Vice President for Finance and Business Affairs and Chief Financial Officer and serves as the principal advisor on strategic business affairs, enterprise contract administration, administrative governance, and institutional business process strategy. Provides executive leadership for enterprise initiatives that strengthen operational effectiveness, standardize administrative practices, improve internal controls, and advance the University’s strategic priorities.
The Associate Vice President serves as the University’s executive business owner for contract administration and leads cross-functional efforts to modernize business operations, improve service delivery, and promote operational excellence across academic and administrative divisions. The position collaborates extensively with University leadership to align business operations with institutional priorities while respecting the independent authority of other executive offices. The AVP coordinates with the Office of Legal Affairs on matters requiring legal review or legal interpretation but does not provide legal advice, establish legal positions for the University, or perform the functions of University Counsel.
Description of Duties | Serves as the Executive Vice President’s principal advisor on strategic business affairs, operational governance, and enterprise business strategy. Represents the Executive Vice President before institutional committees, executive workgroups, and external stakeholders as assigned. Leads high-impact institutional initiatives requiring coordination across multiple divisions. Provides executive oversight of the University’s contract administration program from intake through execution, monitoring, and records administration. Establishes administrative standards, workflows, service expectations, and performance measures for enterprise contract administration. Coordinates contract administration with Procurement and the Office of Legal Affairs while preserving each office’s independent responsibilities. Develops reporting and performance metrics that improve transparency, accountability, and customer service. Leads enterprise business process improvement and administrative modernization initiatives. Evaluates organizational workflows to improve efficiency, eliminate unnecessary complexity, strengthen internal controls, and increase scalability. Facilitates cross-functional redesign of business processes supporting institutional priorities. Develops administrative governance frameworks, business standards, and operational guidance that support consistent and effective business practices. Partners with Finance, Procurement, Human Resources, Information Technology, Facilities, Information Security, Internal Audit, and other administrative units to improve institutional effectiveness. Conducts organizational assessments and develops executive recommendations regarding operational strategy and resource utilization. Leads complex projects from planning through implementation, establishing milestones, performance indicators, and executive reporting. Exercises delegated authority from the Executive Vice President for assigned strategic initiatives and administrative business matters. Develops recommendations affecting enterprise business operations, governance, and organizational effectiveness. Negotiates operational solutions among multiple divisions to advance institutional objectives. Performs other duties as assigned.

Required Education | Bachelor’s degree from an accredited university.
Preferred Education | Master’s degree in Business Administration, Public Administration, Finance, or related discipline.
Licenses/Certifications | Preferred: Juris Doctor (J.D.) from an accredited law school.
Required Experience | Seven (7) years of progressively responsible senior leadership experience in higher education, government, healthcare, or another complex organization. Demonstrated success leading enterprise strategic initiatives, organizational improvement, contract administration, or business operations. Demonstrated ability to build collaborative relationships and influence organizational outcomes.
Preferred Experience | Experience in a public research university, academic health system, or similarly complex public institution. Experience leading enterprise operational transformation or administrative modernization initiatives.
Equipment | Use of standard office equipment.
Working Conditions | Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
