General Job Description 
This is a managerial position responsible for overseeing all budget-related matters within the Division of Academic Affairs. Serves as a member of the provost’s core leadership team. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Provost and Executive Vice President for Academic Affairs.

Essential Job Functions 
1. Works collaboratively and effectively with all colleges and offices within the division and with the university budget office.
2. Develops and evaluates annual budgets for the division.
3. Leads the division in financial management, budget preparation and coordination of related tasks.
4. Develops and implements budget processes and procedures.
5. Works with a wide array of stakeholders in assessing effectiveness of current programs and services.
6. Collaborates directly with the Division of Organizational Effectiveness to support budgetary information transfer processes.
7. Understands and supports revenue-enhancing and cost-saving initiatives.
8. Develops, supervises, and initiates financial aspects of any project, program, or assignment from the provost.
9. Interprets and explains university policies and procedures related to institutional and divisional budgets.
10. Prepares, analyzes, and/or oversees the submission of various special, quarterly, monthly, and ad hoc reports.
11. Represents the division on various university councils and committees.
12. Recommends divisional policies and procedures to the provost.
13. Supervises assigned staff, including student assistants.
14. Identifies and incorporates continuous changes in federal and/or state policies and procedures, ensuring university and divisional compliance.

Non-Essential Job Functions 
1. May be required to work overtime.
2. May attend university-sponsored events beyond normal work day.
3. Performs other related duties as assigned.

Physical Demands  |
Required Education  | Bachelor’s degree is required.
Required Experience and Training  | Five years of related experience is required. Experience in general business, accounting, forecasting, reconciliation and/or budgeting is required. Supervisory experience is required.
Preferred Qualifications  | Bachelor’s degree in business, accounting, finance or a related field is preferred. Master’s degree is preferred. Budgeting experience in a Texas state agency or higher education institution is preferred.
Special Conditions for Eligibility  | This is a security-sensitive position subject to criminal record check.
This is an IT-sensitive position subject to the Computer and Network Security policy.
