Organizational Summary:
The Business Manager is responsible for the management of all state/drift/foundation and pre- and post-award processes for the faculty researchers assigned to the Business Manager's portfolio.
Responsibilities include, but are not limited to, preparing budgets and providing
support for proposal submissions; approving and processing day-to-day transactions and inquiries in accordance with applicable regulations for purchasing, travel, payroll, and subawards; completing monthly account reconciliations; providing faculty and researchers with accurate account reports and forecasts; monitoring effort compliance and salary support for
personnel; completing award close-out procedures; providing advice and guidance in accordance with sponsor and University policies and procedures, and identifying issues of concern and providing solutions.
Other duties may be required or assigned.
Responsibilities:
• Produces special reports and documents for the Department Chair and the Director of Administration in the time-frame requested (examples include specific FRS expenditure summaries, expenditures by type (sub-code), faculty start-up account activity, etc.)
• Reviews all transactions posted to assigned accounts by ensuring all account activities are recorded, all adjustments are calculated and corrections made.
• Maintains complete documentation for all transaction encumbered and paid on all contracts and grants accounts in well-kept files.
• Assists investigators in administering grants and contracts in accordance with the University policies and sponsors' requirements regarding records, reports, controls, and conditions regarding the expenditure of funds
• Assists with the preparation of applications or renewals for grants and contracts.
• Works with PIs to develop cost projections by encumbering all charges to their accounts on real time basis.
• Performs analysis of various research accounts, such as reviewing entries, verifying amounts, comparing and reconciling balances and interpreting trends or deviations from accounting standards.
• Prepares a variety of reports, including detailed account status by project reports, and circulates to PIs every month
• Prepare and disseminate Monthly Staff Minutes.
• Handle all personnel-related transactions associated with state and research staff (graduate students, faculty, and postdocs), including salary allocations, job changes, and costing allocations in Workday.
• Handle all graduate students' stipend awards in Workday and update costing allocations accordingly.
• Handles all staff C1 and C2 Employment Contracts and processes documents in Workday.
• Prepares for the director of administration salary saving projections and payroll fund source spreadsheets. Investigate the best pricing for all purchases and follow the University of Maryland guidelines and procedures for all acquisitions.
• Ensures that all purchases placed on sponsored awards are in keeping with applicable policies, procedures and requirements associated with federal and state contracts and grants
• Authorizes and monitors the payment of invoices, and Resolves discrepancies with vendors or service providers
• Assists the director of administration in planning and developing department budgets.
• Assists with state, revolving, and foundation - remain in balance, are reconciled monthly, and closed correctly at the end of each fiscal year.
• Produces monthly budget projections on state accounts on request for the chair and the admin director.
• Reviews and, if necessary, reallocates all Vet Med UM Procurement card accounts by deadline each month, reallocates own Travel card charges by the deadline.
• Prepares for the director of administration's salary saving projections and payroll fund source spreadsheets.
• Prepares budget information for grant proposals
• Prepares quarterly state Faculty Start-up Drawdowns and disseminates reports to faculty and director of administrative services.
• Maintenance and reconciliation of accounts to provide faculty with up-to-date information on the status of all sponsored research activity.
• Supervises and assists with creating and adjusting Workday and PHR entries, and processing of international work visas (i.e. J1, H1, O1)
Tracking expenditures on sponsored research accounts
• Maintains liaison with ORA & external funding agencies as appropriate
• Advises and assists on re-budgeting and other issues requiring UPAS forms from ORA
• Meets with PIs to discuss project-related issues and concerns
• Processing payroll transfers and other journal vouchers as appropriate
Preferences:
Experience: Minimum of 3-5 years' experience managing pre- and post-award activities on sponsored research contracts and grants, including proposal preparation and account reconciliations, or equivalent accounting-related experiences.
Knowledge: Prior experience managing pre- and post-award activities on sponsored research contracts and grants in an institution of higher education. Strong computer proficiency using MS Office with an emphasis on Excel, including spreadsheet creation and report production. Experience with University of Maryland software programs (such as eTerp, iTerp, PHR, BA4, Workday, Kuali
Research, and ELF).
Physical Demands of the Position:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Repetitive motion.
Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures.
Transcribing, viewing a computer terminal, and extensive reading.
License/Certification: N/A
Minimum Qualifications
Education: Bachelor's degree from an accredited college or university. Experience: Three (3) years of professional human resources, payroll, finance, accounting, procurement, or travel coordination experience. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances.Skill in oral and written communication.Skill in the use of Microsoft Office products. Ability to multi-task and prioritize assignments.Ability to interpret and apply policies, procedures, regulations, and laws.
