Business Manager II Full Description

Overview: 
The College of Agriculture and Applied Sciences (CAAS) at Utah State University is seeking a detail-oriented and experienced Business Manager II to oversee the financial and operational management of the Animal, Dairy, and Veterinary Sciences department (ADVS) as well as the Institute for Antiviral Research (IAR). This position is integral to ensuring smooth operations, sound financial management, and compliance with institutional, state, and federal regulations across these diverse units.
 
Reporting to the CAAS Financial Officer, the Business Manager II will serve as the primary financial consultant to the department head and faculty, manage complex funding sources, and oversee activities such as budget preparation, grant accounting, human resource processes, and accounts payable/receivable. The role also includes supervising business services staff, coordinating with university departments, and implementing innovative solutions to enhance efficiency and effectiveness. This position offers a unique opportunity to lead critical operational functions and contribute to the success of CAAS's academic and research missions. Responsibilities: 
  • Financial and Budget Management: Oversee budget preparation, reconciliation, and monitoring for the department. Approve financial transactions, including purchasing, travel, payroll, and scholarships, ensuring compliance with university policies and regulations.
  • Operational Oversight: Supervise and support business services staff, manage daily financial activities, maintain account hierarchies, and ensure accurate payroll processing.
  • Grant and Contract Coordination: Collaborate with faculty to develop, submit, and administer grants and contracts, ensuring compliance with applicable guidelines and timely reporting.
  • Problem Solving and Compliance: Research and resolve complex financial and operational issues, provide solutions for department heads, and maintain compliance with state, federal, and university regulations.
  • Leadership and Collaboration: Act as the primary consultant and liaison for department heads, faculty, and university offices on financial, human resources, and operational matters. Train and mentor staff to foster a collaborative and efficient work environment.
  • Performs miscellaneous job-related duties as assigned.
 
Qualifications:
Minimum Qualifications:
  • Bachelor’s degree in a business field plus three years of experience or an equivalent combination of education plus experience is required.

Preferred Qualifications:
  • Contract and grant experience
  • Experience working in USU Business Services and knowledge of processes and policies
  • Experience working with Microsoft Excel

Knowledge, Skills, and Abilities:
  • Knowledge of finance enterprise systems and software.
  • Computer skills, including Excel and Windows.
  • Knowledge of management reporting systems.
  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • Ability to train and lead staff.
  • Problem solving and critical thinking skills.
  • Knowledge of contracting process and associated local, state, federal, and other regulations.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Skilled in budget preparation and fiscal management.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Knowledge of current business issues and trends.
  • Expert knowledge of financial principles, practices, concepts, and the analysis of reports of financial data.
