CAILHS BI Analyst (Systems/Applications Analyst) Full Description

Department Overview: 
The mission of the Information Technology Group (ITG) is to provide and support technology and information services that enable OHSU to be a national leader in health and science innovation. The work of the Business Intelligence & Advanced Analytics Division (BIAA) is to establish data as a strategic asset.
 
Positioned at the confluence, where the business of patient care meets the need for insights and data driven
decisions, this role provides the opportunity to use data analysis and development skills to improve the health and well-being of Oregonians and beyond.
 
Enhancements to the Electronic Health Record (EHR) and digital health platforms have allowed OHSU clinicians to reach more patients through new and innovative modalities. While these new technologies have improved patient access and care, they have also increased the complexity of using the EHR user experience. This position is focused on the analysis of EHR usage and audit log data, working with informaticians and faculty to evaluate systematic opportunities for improved efficiency, including system redesign and clinician training.
 
The position is responsible for designing, developing, testing, implementing, and maintaining a variety of data solutions for analyzing, reporting, and providing access to healthcare information across missions as part of the Learning Health System.
 
The position will work with the Center for AI-enabled Learning Health Science, with the Research Data Warehouse team at the Oregon Clinical Translational Research Institute, and with the Clinical Reporting teams. Work will be both exploratory - understanding meaning from the data and identifying potential solutions - and evaluation-based, helping to define key monitoring and outcome metrics for ongoing projects. Given the use of AI, experience in the use of data and analytic pipelines, including with the cloud is helpful. Experience in a cloud computing environment such as AWS, Azure, distributed computing/high performance computing is preferred. Integration of different data into analytics will also be helpful. Given the interface between research and clinical care, experience with quality improvement, research data compliance, or both will be helpful. Function/Duties of Position: 

Solution Development, Testing, and Training: Use business requirements to develop BI solutions, including ad hoc operational and analytical reports, dashboards, scheduled reports. 
  • Epic: Reporting Workbench reports & templates, Radar dashboards, SlicerDicer analyses, Column Editor, PAF creation, CER rules. 
  • Identifies opportunities for leveraging existing reporting assets to meet business requirements 
  •  Works closely with other OHSU IT staff to meet expectations for design reviews and coding standards. 
  •  Provides issue resolution during Quality Assurance / User testing. 
  •  Troubleshoot and analyze data processing failures and data issues using Chart review, Record Viewer, Clarity Data dictionary, and Caboodle Data Dictionary. 
  • Work through established processes to resolve system or data problems and communicate updates and status to affected groups. 
  •  Recommend changes to data models and metadata models to improve existing structures and code to increase performance, reliability, and efficiency. 
  •  Provides technical expertise departmental analysts and clinical customers to improve user experience. 
  •  Request migration of solution object through the SDLC. 
  •  Validating and testing with the customer as frequently as necessary to get sign-off that the solution meets the requirements. 
  • Provide training as necessary to the customer of the new report solution.

Business Analysis: Conduct discovery sessions with End users, Front line staff, leadership, Workflow Analysts, and Informaticians to gather and document detailed requirements that inform the design and development of new or modifications to existing BI solutions.
  •  Data analysis and profiling of source data to identify source tables, data definitions and business rules.
  •  Solution design. Taking into consideration options of tools and report structure/format that best meet the customer requirements, department direction, and policy. 
  •  Leveraging Epic Userweb, Epic hosted foundation, and TS support to leverage Epic foundation and Epic integrated solutions when possible.

Production Support: Respond to requests from Healthcare customers, to fix issues or apply enhancements to existing production reports.
  •  Communication with the customer to get clarification on support needs. 
  •  Perform high level data analysis and initial sizing of the work to be done. 
  •  Facilitate and coordinate the solution with other groups, e.g. Workflow, BIAA and other IT groups, as needed. 
  •  Design, develop and test the solution. 
  • Work with the Customer to validate the solution and close the Ticket. 
  •  Coordinate the migration of the changed report objects.

Other Duties As Assigned: Required Qualifications: 

Education:
  • Master’s degree in computer science, a related field, or a clinical field and two years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Bachelor’s degree in computer science, a related field, or a clinical field and four years work related experience in the information technology field  or a combination of clinical or operational healthcare environments; OR
  • Associate’s degree in computer science, a related field, or a clinical field and five years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Six years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Equivalent combination of education and experience where one year of experience will be substituted for an Associate’s degree and two years of experience will be substituted for a Bachelor’s degree.

Experience:
  • Epic Clarity/Caboodle Certifications within 6 months of hire.
  • Minimum two years paid work experience as Data Analyst (or equivalent classification). 
  • Two years experience cleaning data with R or Python 
  • Two years' experience using data analysis tools 
  • One year working with relational databases. 
  • Experience with facilitating requirements gathering sessions 
  • Experience in the techniques used for ensuring data quality

Preferred Qualifications: 
  • Experience with enterprise BI tools (e.g. Power BI, SAP Business Objects, IBM Cognos, Tableau, etc.)
  • Two years' experience with T-SQL coding and tuning. 
  •  Knowledge and/or application of national health information standards. 
  • Experience with AWS or Azure cloud services. 
  •  Experience interacting with investigators to translate broad scientific questions into database queries and result sets.

General Physical Requirements:
