Reynolds Community College, one of the largest community colleges in Virginia, serves the Greater Richmond region through accessible, high-quality academic and workforce programs. With four campus sites, Reynolds supports approximately 13,000 credit students annually and provides workforce training to more than 7,400 individuals through the Community College Workforce Alliance. The Communications and Public Relations Manager plays a key role in promoting awareness of the College’s programs, people, and community impact.
This position is responsible for planning, developing, and managing strategic communications and public relations activities to inform, engage, and inspire internal and external audiences. The Manager supports media relations, internal communications, crisis communication response, and community engagement efforts in close coordination with the Director of Marketing and Communications.
Core Responsibilities
Strategic Communications & Public Relations Plan, develop, and execute strategic communication initiatives that align with institutional goals. Develop content and messaging that promote Reynolds’ programs, services, accomplishments, and community impact. Manage media relations, including story development, press releases, media outreach, and interview coordination. Internal & Crisis Communications Develop internal communication strategies to support employee engagement and information flow across the College. Assist in the development and implementation of crisis communications plans; prepare timely and accurate communications during emergencies. Digital Communications & Content Development Develop and produce written content for web, social media, email campaigns, newsletters, and other communication channels. Ensure consistent brand voice, messaging accuracy, and adherence to College style guidelines. Community Engagement & Stakeholder Relations Cultivate and maintain positive relationships with media outlets, community partners, and internal stakeholders. Support events, initiatives, and outreach efforts that enhance the College’s visibility and public presence. Project & Workflow ManagementOversee communication projects from concept through delivery, ensuring timeliness, quality, and alignment with marketing and communications strategies.

Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Minimum Qualifications Knowledge of media relations, public information, or communications practices demonstrated through prior work experience. Professional writing and editing skills evidenced through application materials and/or work samples. Experience developing communication materials such as press releases, web content, newsletters, or digital media. Experience managing communication or public relations projects. Experience using digital communication tools such as email marketing platforms, website content management systems, Canva, or social media management tools.
Additional Considerations | Preferred Qualifications Bachelor’s degree in communications, public relations, marketing, or related field preferred. Experience in higher education.
