Job Description
Provides technical and program management leadership for craft training and workforce development programs that support safe, skilled, and job-ready craft workforce pipelines. Develops, implements, monitors, and evaluates training programs, schedules, documentation, delivery methods, and program governance practices using adult learning principles to align workforce capabilities with organizational needs, safety expectations, and applicable training requirements. Coordinates with internal stakeholders, field operations, vendors, and educational partners to deliver effective, compliant, and scalable training solutions. Responsible for overall program delivery to include budget, timeline, quality, change management, communication plans, and deliverables.

Craft Training Program Manager I Requirements
  • Bachelor’s degree from a regionally or nationally accredited college or university in construction management, workforce development, education, business, or related field.
  • Three (3)+ years of progressively responsible experience in training, workforce development, project/program management, utility operations, or related areas.
  • Demonstrated experience supporting training programs, scheduling, curriculum coordination, documentation, or program administration.
  • Knowledge of construction, skilled trades, or utility operations preferred
  • Knowledge of adult learning principles and learning program design and delivery.
  • Effective and flexible written and verbal communication skills, including presentation and public speaking.
  • Ability to effectively plan work activities, schedules, priorities, and utilization of resources.
  • Ability to use appropriate technology to organize, synthesize, document, and communicate data.
  • Project Management or Program Management experience preferred.
Hiring Range: $77,595 to $100,486
Craft Training Program Manager II Requirements

  • Bachelor’s degree from a regionally or nationally accredited college or university in construction management, workforce development, education, business, or related field.
  • Seven (7)+ years of progressively responsible experience in craft training, workforce development, project/program management, utility operations, or related area.
  • Demonstrated experience leading complex, multi-program training initiatives, developing training strategies, or implementing scalable learning solutions.
  • Demonstrated experience supporting program governance, standards, and scalable program practices.
  • Advanced knowledge of adult learning principles and learning program design and delivery.
  • Advanced organizational skills to effectively manage multiple priorities, stakeholders, schedules, budgets, and program deliverables.
  • Advanced analytical and communication skills to comprehend, interpret, and explain rules, regulations, policies, procedures, and program requirements.
  • Ability to successfully develop and manage relationships at all levels of the organization and influence a variety of stakeholders.
  • Ability to use appropriate technology to organize, synthesize, document, and communicate data.
  • Comprehensive knowledge of budget principles, development, and administration.
  • Knowledge of construction, skilled trades, or utility operations preferred.
  • Project Management or Program Management experience preferred.

Hiring Range: $88,336 to $114,838
Hybrid work options are available for this role. The successful candidate will be required to work at our Jack Stewart location at least 3 days per week including Mondays and Tuesdays with additional day(s) determined by the manager.
