 The Curriculum Design and Development Lead will lead instructional systems design (ISD), curriculum development, modernization, maintenance, testing, validation, and quality assurance for the VA TAP curriculum ecosystem. The Lead will ensure current, consistent, and effective content supports Benefits Advisor and Master Advisor training and delivery across hundreds of geographically dispersed locations and multiple learning modalities.  

The VA Transition Assistance Program (TAP) helps transitioning Service members and their families understand and access the VA benefits, services, and resources available to them as they transition from military to civilian life. VA delivers TAP services at more than 300 military installations across the Continental United States (CONUS) and areas Outside the Continental United States (OCONUS) through a network of Benefits Advisors, supported by standardized curriculum, training, program operations, and performance management. The program is part of the broader interagency Transition Assistance Program delivered in partnership with the Department of War, Department of Labor, and other Federal agencies. 

Please note that this position is contingent upon award (estimated December 2026). We expect this role to be remote, but periodic travel may be required to support program activities, customer meetings, and operations at U.S. and overseas locations. Travel frequency will vary based on program needs. 

Primary Responsibilities:

  • Lead curriculum design, development, revision, maintenance, modernization, and version control across the TAP curriculum portfolio. 
  • Maintain and modernize existing TAP curricula while rapidly incorporating changes in VA policy, benefits, legislation, program requirements, and stakeholder needs. 
  • Manage curriculum projects from needs assessment and analysis through design, development, Government review and adjudication, pilot, validation, implementation, evaluation, dissemination, and sustainment. 
  • Apply instructional systems design and adult learning methodologies to instructor-led, virtual instructor-led, and asynchronous web-based training. 
  • Oversee development of instructor/facilitator guides, participant guides, lesson plans, scripts, exercises, assessments, job aids, performance support tools, and web-based training. 
  • Coordinate curriculum activities with Government Project Managers, VA subject matter experts, the TAP Operations Lead, and other program stakeholders. 
  • Integrate curriculum development and sustainment with Benefits Advisor and Master Advisor onboarding, training, qualification, refresher training, and continuing development needs. 
  • Ensure curriculum supports consistent, high-quality delivery across hundreds of geographically dispersed CONUS and OCONUS locations. 
  • Lead needs assessments, front-end analyses, job/task analyses, competency alignment, course validation, usability testing, and formative and summative evaluations. 
  • Oversee development using tools such as Articulate 360/Storyline, PowerPoint, Adobe InDesign, and other Government-approved tools. 
  • Ensure products meet applicable VA standards, Section 508 accessibility requirements, and Government curriculum development procedures. 
  • Manage pilots and validation activities for new and substantially revised curriculum and coordinate multiple-location travel associated with curriculum development and testing. 
  • Monitor schedules, risks, dependencies, subject matter expert coordination, approvals, and deliverables and brief Government stakeholders on progress and issues. 

Minimum Requirements:

Candidate must meet one of the following qualification paths: 

Option A - Education and Experience 

  • Master's degree in curriculum development, instructional systems design, education, instructional technology, or a closely related field. 
  • At least 5 years of relevant experience managing complex curriculum development initiatives supporting large-scale, geographically dispersed training programs. 

Option B - Progressive Experience 

  • At least 10 years of progressive, hands-on instructional systems design and curriculum development experience demonstrating increasing scope, scale, and complexity. 
  • At least one relevant professional certification. 

All candidates must also possess: 

  • Experience managing curriculum development programs involving course materials, scripts, exercises, classroom or self-study manuals, and other instructional aids. 
  • Experience managing multi-day training programs involving the design and implementation of course materials. 
  • Experience managing training delivered across geographically dispersed locations. 
  • Experience coordinating multiple-location travel in support of curriculum development, training, pilot, or validation activities. 
  • Demonstrated ability to manage multiple concurrent curriculum development activities and stakeholders. 
  • Strong written, verbal, project management, and stakeholder coordination skills. 
  • Ability to work with Government program managers and subject matter experts throughout the curriculum development lifecycle. 

Preferred Qualifications:

  • Experience developing curriculum or training for VA, DoW, other Federal agencies, military populations, or Veterans. 
  • Experience developing and managing instructor-led, virtual instructor-led, and asynchronous web-based training. 
  • Experience with Articulate 360/Storyline, Adobe InDesign, or comparable instructional development tools. 
  • Experience with Section 508 accessibility requirements for digital learning products. 
  • Experience leading formal course pilots, validation, assessment design, and training evaluation.
