Curriculum Developer Program Manager Full Description

Overview: 
Apogee has an exciting new opportunity for a Curriculum Developer Program Manager. The Lead Curriculum Developer / Program Manager leads delivery of practitioner-level cyber operations curriculum and assessment products supporting Space Training and Readiness Command (STARCOM) Cyberspace Operations Forces (COF) training under the Cyber 2.0 force generation model. This role owns day-to-day execution, schedule, quality, and Government coordination for courseware, cyber range scenarios/labs, and performance-based assessments aligned to USCYBERCOM Work Role Standards.

Responsibilities: 
Program Management / Government Interface
  • Serve as the single primary POC for Government coordination (via COR/CO), ensuring non-personal services compliance.
  • Plan and run internal execution rhythms that support Government deliverables (e.g., KO brief, PMRs, monthly status).
  • Produce/oversee contract reporting:
Curriculum & Assessment Leadership
  • Lead design and release of highly technical, practitioner-level curriculum packages for COF 1 and COF 2a pipelines.
  •  
  • Ensure all courseware integrates current, documented adversary TTPs and aligns to USCYBERCOM work role standards.
  • Direct development of:
      • Detailed lesson plans, student/instructor guides
      • Performance-based labs and cyber range scenario guides
      • Knowledge checks and performance-based assessments, scoring rubrics, and validation plans
  •  Ensure curriculum packages are delivered 30 days prior to course execution.
Cyber Range / Scenario Direction
  • Oversee design of multi-stage scenarios emulating realistic network terrain and adversary behavior, aligned to terminal learning objectives.
  • Ensure scenarios are documented so they can be set up/executed/torn down without external troubleshooting (per PWS service thresholds).
 
Qualifications:
Minimum Experience:
Citizenship: Must be a US citizen
Clearance:Must have and be able to maintain a Top Secret clearance with SCI eligibility
Certifications: CISSP (or equivalent IAM Level III) AND GIAC Certified Incident Handler (GCIH)

Education: Bachelor's degree
Years of Experience: 8+ years of cyber operations experience
Additional Experience:
  • 3 years formal technical instruction and/or curriculum development experience
  • 2 years project/team lead experience delivering complex technical products on schedule
    Demonstrated experience with cyber range concepts, adversary emulation, and assessment design
    Strong writing/editing skills for producing deliverables suitable for Government review/approval

Preferred Qualifications:
Additional Experience: 
  • Experience mapping content to USCYBERCOM Work Role Standards and/or NICE framework
  • Experience integrating threat intelligence into training (e.g., MITRE ATT&CK mapping)
  • Experience building performance-based assessments with defensible scoring rubrics
  • Familiarity with PCTE or similar DoD cyber training/range environments
  • Experience working in cleared environments with SIPR/JWICS workflows
