Position Summary
The Digital Learning Systems & Accessibility Manager leads the development, implementation, governance, and continuous improvement of digital learning solutions that support large-scale professional learning and technical assistance initiatives. This position provides technical leadership, expert consultation, and implementation support across multiple projects, contracts, and interestholders throughout the full project lifecycle—from project initiation and implementation through continuous improvement and closeout. The Program Manager establishes standards and best practices for digital learning, provides senior consultation on instructional design, adult learning, accessibility, learning technologies, and digital implementation strategies, and guides digital learning strategy to align project leadership and funder priorities.
Essential Responsibilities
Leadership & Cross-Functional Collaboration
- Serve as the center's subject matter expert and strategic advisor for eLearning development, learning management systems, digital accessibility, and adult learning, providing enterprise-wide leadership across multiple projects, contracts, and client engagements.
- Establish, implement, and continuously improve standards, and best practices for digital learning, learning management systems, accessibility, and instructional quality.
- Provide senior strategic consultation to project directors, project leaders, clients, and instructional designers throughout the project lifecycle—from project initiation through implementation, continuous improvement, and closeout—to establish digital learning strategies, instructional design approaches, adult learning methodologies, accessibility expectations, technology architecture, quality standards, and implementation plans that align with project goals and funder priorities.
- Lead strategic design and quality reviews at key project milestones, evaluating instructional effectiveness, learner experience, accessibility, technical implementation, and alignment with project objectives; recommend and guide improvements that strengthen quality, usability, and project outcomes.
- Lead project closeout reviews to evaluate digital learning products against instructional goals, accessibility standards, learner outcomes, and client expectations; document lessons learned, reusable resources, and recommendations that strengthen knowledge and future digital learning initiatives.
- Provide strategic guidance on digital learning technologies, accessibility, and learning systems to support project planning, proposal development, innovation, and business development opportunities.
- Mentor, coach, and build capacity by supporting staff in eLearning development, instructional design, learning technologies, accessibility, and quality assurance practices.
- Lead cross-functional teams and facilitate collaboration among project teams, operational partners, clients, and external stakeholders to align priorities, and resolve complex challenges.
- Foster a culture of continuous learning, collaboration, and knowledge sharing by developing reusable tools, frameworks, and practices that strengthen capacity and improve the consistency and quality of digital learning services.
Digital Learning Design and Development
- Lead the strategy, design, development, testing, deployment, and continuous improvement of interactive digital learning solutions using industry-standard authoring tools, including Articulate Storyline and comparable platforms.
- Lead the full lifecycle of digital learning products—from needs assessment and instructional planning through implementation, evaluation, maintenance, and continuous improvement—to ensure alignment with project goals, client expectations, and quality standards.
- Partner with project leadership and subject matter experts to translate complex technical content and client requirements into engaging, scalable, evidence-based learning experiences that support professional learning and technical assistance initiatives.
- Provide expert consultation on instructional design, adult learning, learner engagement, digital learning technologies, and implementation strategies to guide project planning and strengthen learning outcomes.
- Develop digital learning strategies, implementation roadmaps, and instructional design frameworks that integrate adult learning principles, accessibility, learner engagement, evaluation, and technology solutions across diverse projects and clients.
- Establish, implement, and continuously improve standards, best practices, templates, and quality assurance processes for digital learning design, development, and delivery.
- Manage multiple concurrent digital learning initiatives while balancing competing priorities, resources, timelines, budgets, and stakeholder needs to ensure successful project delivery.
Learning Management System Leadership
- Serve as the Center's lead subject matter expert for learning management systems (LMS), providing strategic leadership for system administration, digital learning delivery, and continuous improvement across multiple projects and client engagements.
- Establish and maintain best practices for learning management systems, learner tracking, reporting, digital credentialing, and technology integration to support consistent, high-quality digital learning experiences.
- Provide senior consultation to project directors, project leaders, clients, and technical teams on learning management system capabilities, implementation strategies, system architecture, learner experience, reporting, digital credentials, and technology solutions that support project objectives and priorities.
- Lead the planning, deployment, and continuous improvement of online learning environments across internal and external learning platforms, ensuring alignment with instructional design, accessibility standards, data integrity, and client requirements.
- Direct the configuration and oversight of learning technologies, including course environments, learner tracking, SCORM/xAPI integrations, reporting, certificates, digital credentials, and related systems to support reliable, scalable, and data informed learning experiences.
- Partner with internal teams, clients, vendors, and external stakeholders to align learning technologies with business needs, resolve complex implementation challenges, and support successful delivery of digital learning initiatives.
- Monitor system performance, learner analytics, emerging technologies, and user feedback to identify strategic opportunities for innovation, process improvement, and enhanced learner and administrator experiences.
Accessibility & Quality Assurance
- Serve as the Center's lead subject matter expert on digital accessibility standards and requirements, including WCAG, Section 508, and universal design principles, providing strategic guidance across multiple projects and client engagements.
- Lead the design, review, and evaluation of digital learning solutions to ensure accessible, inclusive, and user-centered learning experiences that align with project goals and client requirements.
- Conduct accessibility and instructional quality reviews throughout the development lifecycle, providing expert recommendations on remediation strategies, quality improvements, and best practices to strengthen learner outcomes and ensure compliance.
- Partner with project teams, clients, external accessibility reviewers, and technology partners to address complex accessibility challenges and ensure compliance with applicable standards, contractual requirements, and project objectives.
- Develop, implement, and continuously improve Center practices, review processes, templates, and guidance that promote consistent, high-quality, and accessible digital learning solutions across projects.
Data Integrity, Reporting & Compliance
- Lead data quality and integrity practices for learning management systems, ensuring the accuracy, consistency, and reliability of learner data used for client reporting, program evaluation, and contractual compliance across multiple projects.
- Oversee learner tracking, course configurations, completion data, reporting processes, and system workflows to support accurate reporting, effective program implementation, and high-quality learner experiences.
- Analyze, troubleshoot, and resolve complex data and reporting issues that impact learner outcomes, compliance, project performance, and client deliverables, recommending improvements to strengthen data quality and operational effectiveness.
- Develop, implement, and continuously improve processes, quality controls, and reporting practices that enhance data integrity, reporting accuracy, operational efficiency, and informed decision-making across digital learning initiatives.
Technical Consultation & Systems Improvement
- Provide senior technical consultation to project teams, clients, and partners on digital learning technologies, implementation strategies, learning systems, and instructional technology solutions that support project goals and learner outcomes.
- Lead the resolution of complex technical issues affecting learning systems, digital learning delivery, accessibility, data integrity, and user experience by collaborating with project teams, vendors, and technology partners.
- Evaluate emerging technologies, platform capabilities, and implementation approaches, recommending system enhancements and process improvements that improve the quality, scalability, and effectiveness of digital learning solutions.
Minimum Qualifications
- Typically 8–10+ years of progressively responsible experience in digital learning, instructional design, learning technologies, learning management systems, accessibility, professional learning, technical assistance, or related fields.
- Advanced expertise designing, developing, implementing, and maintaining interactive digital learning solutions using Articulate Storyline, Canvas or comparable authoring tools.
- Advanced experience administering and supporting learning management systems and related learning technologies.
- Advanced knowledge of instructional design, adult learning principles, and digital accessibility standards, including WCAG and Section 508.
- Demonstrated experience leading complex digital learning initiatives, managing multiple concurrent projects, and collaborating with diverse stakeholders.
- Experience providing consultation on digital learning technologies, instructional design, accessibility, and learning systems to support project planning and implementation.
- Strong analytical, communication, collaboration, and project management skills.
Preferred Qualifications
- Experience leading large-scale digital learning initiatives supporting professional learning and technical assistance.
- Experience with learning management system reporting, learner analytics, SCORM/xAPI, digital credentialing, and data quality practices.
- Experience developing best practices and quality assurance processes for digital learning and learning technologies.
- Experience mentoring staff and providing technical leadership on cross-functional project teams.
- Experience working with education, public-sector, workforce development, or state funded initiatives.

SALARY AND BENEFITS:
The full salary range for this position, WestEd level (12), is $122,400 to $191,300 but WestEd does not typically hire at or near the top of the salary range. The typical hiring range for this role is $122,400 to $153,000. The actual offer considers multiple factors, including but not limited to education, experience, internal equity, and other organizational needs.
In addition to the base salary, benefits include:
· 15% contribution toward retirement effective day 1 of employment and immediately 100% vested
