The Director, Government and External Relations K-16, conceptualizes and directs ETS’s Government Relations strategy for ETS’s K-16 business unit, making contacts with key federal and state officials, providing strategic leadership, and developing other critical relationships/alliances to advance public policies and business development that support the K-16 business and mission. The candidate will identify and manage federal and state lobbyists to support; shape and impact legislative and regulatory affairs related to these issue areas defined by K-16 leadership. This role also identifies, establishes and leverages government contacts, non-government contacts, and opportunities to advance K-16 business objectives and revenue goals and works to position K-16 as a key player in education and workforce among federal and state policymakers. opinion leaders, associations, and other influential groups for the benefits of K-16 commercial and mission-oriented goals.
The Director, Government and External Relations K-16 receives supervision from the Chief Legal Officer. This is a leadership role that functions under minimal direction.
Primary Responsibilities:
- Proactively position K-16 in all areas of interest: protecting existing business, pursuing new business, and expanding brand understanding with key external groups including policymakers, educational associations, and other opinion leaders
- Oversee GER consultants and manage GER staff as needed
- Lead government relations efforts for ETS K-16 business and actively participate as member of the K-16 team
- Participate in new business pursuit teams in designated region, including providing intelligence, targeted messaging, and policy leadership
- Direct and provide intelligence to advance K-16business and policy interests
- Provide leadership in aligning ETS’s government relations objectives and the organization’s education policy research, reports and work related to the commercial and mission objectives of the K-16 business
- Monitor government, industry and public opinion trends to all key lines of business and inform GR and K-12 leadership
- Lead the development and implementation of government, external relations plans as well as policy-influenced business development in coordination with GR and K-12 leadership
- Track federal and state legislative initiatives to identify key issues that will have an impact on K-16 business goals and mission and/or reputation. Once identified, implement actions to mitigate these issuesRepresent and attend conferences and forums, disseminating information supporting K-16 business and mission and addressing various constituencies’ interest
- Actively participate K-16 strategy and business meetings as GR lead
- Adhere to ethical standards and comply with the laws and regulations applicable to the job function
Experience and Skills
- Bachelor’s degree is required. Master’s degree preferred.
- 7+ years progressive experience in government relations and policy analysis or closely related work within education sector.
- Experience in education policy, including familiarity with U.S. federal and state policymaking process and vehicles for shaping such policy
- Experience in networking with policymakers, stakeholders and influencersAbility to develop relationships with policymakers, influencers, stakeholders and clients
- Ability to engage in high level strategic planning
- Deep policy and business knowledge of the education, workforce, assessment, and learning industries
- Strong analytical skills
- Ability to manage projects, tasks, and resources to accomplish a well-defined objective, within constraints of time, resources, and cost
- Ability to communicate (oral and written) clearly, diplomatically, and effectively to a wide audience, including staff, policymakers, stakeholders, and clients
- Ability to lead others to achieve a common goal
- Positive attitude, cooperative work style, open communications, and team spirit
- Ability to translate complex policies for business impact and needs
