Scope of Job  | Provides leadership, direction, and management to the operation of mission critical Enterprise systems of the University. Responsible for the planning, coordinating, and managing staff, resources, and activities related to administrative information systems and associated applications for the division to ensure business continuity and operation efficiency. Performs work of considerable difficulty in information systems project planning, estimating, execution, implementation and managing, coordinating and directing functional application analysis, design, feasibility studies of proposed business solutions, application developments and/or modifications, business improvements, strategic planning and implementation of new technological projects.

Description of Duties  | Ensures the department optimally implements, supports, and manages a portfolio of various financial, human capital, student management information systems applications, and other related third-party applications to meet divisional business continuity, business process improvement and automation needs. Responsible for managing organizational structure, recruiting, ensuring development of staff, establishing metrics for departmental and staff performance, planning and managing service deliveries, maintaining alignment between business plans, applications, departmental standards and Divisional goals. Consults with divisional VP and other administrators on prioritization and implementation of approved administrative information projects. Administers project implementations to ensure compliance. Represents the department, serves on various department and university committees and as a liaison with third-party vendors. Governs relationships with internal functional departments, stakeholders, external vendors, contractors and consultants, and strengthens customer service. Provides leadership and supervision to professional staff; builds, motivates, and leads a professional team attuned to organizational culture, responsive to divisional needs, and committed to integrity and excellence. Leads all aspects of this team, including budget creation and maintenance. Coordinates implementation plans, information system product purchase proposals, and project schedules. Organizes the departmental work and resources to optimize the performance of staff and application systems. Participates and assists with strategic planning activities related to development, implementation, maintenance and operations of information systems and applications services for the division. Collaborates with Information Technology and other administrative offices on information technology planning and implementation efforts to ensure consistency, integration and coordination of information systems and applications. Works with other university administrative offices in the planning and provision of information systems services and the maintenance of cooperative customer service oriented relationships Oversees documentation of information procedures, and guidelines for information system users. Maintains best practice procedures, appropriate methodologies, standards, and tools used by staff in the department and division to assure the integrity and security of data and applications maintained. Manages changes to information systems. Approves and controls the promotion of new/changed information system applications from deployment into production. Coordinates the work of consultants and vendors assisting with information systems implementations. Evaluates and identifies requirements to develop, acquire, implement, integrate, and interface new applications with information systems in use. Develops, reviews, and revises University’s policies and guidelines within area of expertise and responsibilities. Represents the division and department vision, mission and objectives to constituents Performs other duties as assigned.

Required Education  | Bachelor’s degree in computer information systems, computer science, or a related field from an accredited university.
Preferred Education  | Master’s degree in a related field.

Required Experience  | Seven (7) years of progressive experience in Information Technology, including three (3) years of supervisory/managerial experience, or Five (5) years of required experience with a Master’s degree in a related field.
Preferred Experience  | Experience in a state agency in a higher education setting.
Equipment  | Use of standard office equipment.
Working Conditions  | Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.
Other  | Must possess a broad knowledge of information systems management and implementation is required. Must have thorough and updated knowledge of federal, state and local laws, statutes, and regulations. Exceptional planning and organizational skills. Strong leadership, communications, technology management skills and experience. Knowledge of an experience with implementing purchased application software and integrating it with organization applications, databases, and technology platforms. Knowledge of application testing and ability to design, plan and execute application testing strategies and tactics to ensure software quality throughout all stages of application development.
