Department Overview:
The Operations Support team provides critical systems, automation, and project support for Supply Chain & Logistics.
The Systems/Application Analyst is responsible for the implementation of the Purchasing and Supply Chain systems vision and acts as a dedicated e-commerce systems support specialist. This position, in coordination with the Procurement System Administrator, directs procurement systems activities for the departments in the OHSU community.
Function/Duties of Position:
- Data Mapping and Translation
- Configures EDI software to convert internal hospital data into standard formats (e.g., ANSI X12, EDIFACT) for external trading partners.
- Troubleshooting and Technical Support
- Investigates failed transactions, corrects mapping errors, and resolves data discrepancies between the hospital and suppliers.
- Provides excellent customer service to internal departments and users; uses strong written and verbal skills to communicate with customers in a prompt, professional, and friendly manner; listens to customer concerns and performs follow-up responsibilities as appropriate; serves as the purchasing system co-point of contact for customers and suppliers regarding system issues with the Purchasing System Administrator.
- Acts as a backup to the Purchasing System Administrator or supply chain trainer when those people are out of the office.
- Trading Partner Management and eCommerce
- Onboards new suppliers into the EDI network and maintains relationships with VANs (Value-Added Networks).
- Promotes EDI transaction development and use, including maximizing partnership with GHX.
- Coordinates the rollout of EDI transmission projects with key suppliers, including ongoing EDI onboarding with new suppliers identified by Purchasing Leadership and GHX Bullseye reports.
- Develops and deploys vendor punch-outs to key suppliers.
- Troubleshoots E-Commerce issues with GHX support and CSM.
- Drives and implements the ongoing E-Commerce strategy for OHSU and communicates progress.
- Evaluates new E-Commerce tools and technologies to make recommendations for improvements and/or upgrades.
- Works through Power Automate and other automation programs to maximize Supply Chain efficacy.
- System Maintenance, Testing, and Integration
- Ensures seamless connectivity between the Supply Chain management system (e.g., Oracle) and other hospital IT systems.
- Works in coordination with the Procurement System Administrator as a liaison for Oracle Fall Upgrade testing.
- Approves and rejects application changes to existing systems' production environment via the Inventory IT review meeting, Power Automation Meeting, and ad hoc system-related requests.
- Assures that required system maintenance activities, including procedural development, automated POs and uploads, and approving systems access are performed on a timely basis.
- Develops reports to monitor system use, audit data integrity, and identify opportunities for systems optimization.
- Serves as liaison representing Purchasing systems to buyers, requisition preparers, trainers, and other key stakeholders.
- Provides web support for all Supply Chain & Logistics pages, including updates and new web pages in CommonSpot, Drupal, and Sharepoint/Bridge environments.
- Implementation and support of Strategic Direction
- In coordination with the Procurement module system administrator, develops, drives, maintains, and implements both a short-term and long-term strategic systems plan and vision for the Oracle procurement module.
- Analyzes new and existing applications to simplify and enhance them.
- Meets with end users and stakeholders to determine current and future functional needs.
- Provides recommendations to management regarding best system practices and future system implementation plans
- Other duties as assigned.
Required Qualifications:
Education and Experience
- Master’s degree in computer science, a related field, or a clinical field and two years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
- Bachelor’s degree in computer science, a related field, or a clinical field and four years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
- Associate’s degree in computer science, a related field, or a clinical field and five years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
- Six years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
- Equivalent combination of education and experience where one year of experience will be substituted for an Associate’s degree and two years of experience will be substituted for a Bachelor’s degree.
Knowledge, Skills, and Abilities
- Technical Knowledge: Demonstrates strong computer skills, including advanced database development, maintenance, system testing, and E-Commerce technical development. Proficiency in EDI standards (X12, EDIFACT), mapping tools, and communication protocols like AS2.
- Experience with OHSU's business software, including Oracle E-Business Suite or similar integrated enterprise system, SQL queries and coding, Microsoft Office software, including proficiency in Excel and Access, Smartsheet, Drupal, and SharePoint.
- Industry Experience: Knowledge of healthcare-specific procurement workflows. Demonstrates the ability to analyze existing and new systems and provide comprehensive recommendations based on systems industry trends and new development strategies. Demonstrates the ability to work effectively in a rapidly changing systems environment
- Analytical Skills: Strong ability to analyze data, identify trends in transmission failures, solve problems, and prioritize tasks.
- Project Management: Demonstrates project management, documentation, and follow-through skills.
- Communication: Effective coordination with internal IT, logistics, and external vendors. Strong written and oral communication skills
Additional Details:
Flexible work schedule with work location now primarily teleworking, with occasional meetings at Macadam warehouse or main campus.
Some work on evenings or weekends may be required for system testing and specific projects.
May be asked to work on call to support critical system operations.
