We are seeking an E-Learning Developer to join our team and help develop e-learning to support successful implementations of Oracle Health (Cerner) Millennium for federal, state, and local government clients. This role will collaborate closely with the training leadership team, subject matter experts, and key partner counterparts to ensure the creation of effective, engaging, and scalable training programs that meet the needs of diverse user groups across IHS. The E-Learning Developer will leverage instructional design principles, best practices in adult learning, and a deep understanding of complex technology systems (ideally EHRs) to create e-learning that drives system adoption and ensures smooth transitions for all end-users.
Key Responsibilities
The E-Learning Developer will have responsibilities including but not limited to:
- Develop e-learning in support of an Oracle Health/Cerner EHR implementation
- Work closely with clinical and revenue cycle SMEs, project management, and leadership teams to understand business needs, workflow integrations, and technical and accessibility requirements for e-learning
- Use design tools such as Articulate Storyline, Rise, Adobe Creative Cloud software, or Vyond to develop e-learning, work with SCORM files, and upload to LMS
- Develop and integrate multimedia elements (such as animations, voiceovers, screen captures, videos, and graphics) into e-learning modules to enhance the learning experience
- Customize e-learning to be both role- and site-specific to ensure the content and delivery meet the needs of different user groups
- Ensure e-learning meets 508 accessibility requirements, including testing and revision as needed
- Create and maintain detailed documentation for the development and revision process and implement recommended improvements based on internal and external feedback
Requirements
Required Skills and Experience E-Learning Developer
- 5 years of experience related to large-scale technology rollouts, with EHR system (ideally Oracle Health/Cerner) experience strongly preferred
- Bachelor’s degree required (or 9+ years of related experience can be substituted for a degree)
- Experience with Articulate Storyline and/or Adobe Captivate required
- Knowledge of Learning Management Systems (LMS) and e-learning best practices required
- Video and audio editing experience required
- Familiarity with SCORM for tracking learner progress is required
- Must be authorized to work in the U.S. and be able to obtain and maintain a government clearance of at least a public trust
- Experience with Microsoft Office Suite and manipulating PDFs required
Preferred Skills and Experience – E-Learning Developer
- Instructional design experience strongly preferred
- Familiarity with ADDIE, SAM, and agile frameworks, Kirkpatrick Evaluation Model, and 508 accessibility compliance experience preferred
- Adobe Creative Cloud or Vyond experience preferred
- Federal government experience preferred

- Salary at S&P is determined by various factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $100,000 - $125,000 (annualized USD). This represents the estimated salary range for this position and is not a guarantee of compensation. Additionally, S&P’s total compensation package also includes medical, dental, vision, life, and disability insurance, 401K, holidays, and paid time off. This posting will remain open for 120 days or until filled.

Salary Description
$100,000 - $125,000 per year
