Job Summary  | The Executive Director, Project Management Office (PMO) leads the strategic planning, execution, and successful delivery of Cleveland State Universities (CSU) Technology Transformation Roadmap that centers around Enterprise Resource Planning (ERP) system implementation along with other enabling projects. Reporting directly to the CIO, this role requires collaboration with cross-functional teams, management of resources, and alignment of the ERP system with organizational objectives to enhance operational efficiency.

Essential Job Functions

1. Project Leadership and Strategy (30%):Strategic Planning – Establishes a structured project management framework, ensuring consistency in planning, execution, and reporting.
Stakeholder Engagement – Defines project scope, objectives, and deliverables in collaboration with key stakeholders to align with business goals.
Vendor Management – Oversees the selection, contracting, and performance of external vendors to ensure alignment with project requirements and standards.
Risk Management – Provides decisive leadership in resolving project roadblocks, ensuring proactive risk management, and maintaining alignment between technical and business teams.

2. Resource and Budget Management (15%):Resource Allocation – Identifies and allocates resources, including personnel and budget, to ensure project milestones are achieved within established parameters.
Financial Oversight – Monitors project expenditures and implement cost-control measures to adhere to budgetary constraints.
Contract Negotiation – Develops proposals for contract resources and negotiate vendor contracts to optimize value and service quality.

3. Risk and Quality Assurance (15%):
Risk Assessment – Identifies potential project risks and develop mitigation strategies to minimize impact on project timelines and outcomes. Quality Control – Establishes quality assurance processes to ensure the ERP system meets organizational standards and user requirements. Performance Monitoring – Conducts regular project reviews and readiness assessments to ensure successful system deployment and adoption.
4. Change Management (15%):
Change Management
– Develops and executes strategies to drive user adoption, minimize disruption, and maximize return on investment (ROI) from the technology roadmap.
Stakeholder Communication – Maintains continuous engagement with stakeholders, incorporating structured feedback loops for adaptability to evolving business needs.
Issue Resolution – Proactively manages stakeholder concerns, escalate issues as needed, and implement resolutions to maintain project momentum.
Leadership Reporting – Provides clear, concise, and frequent updates to executive leadership, project sponsors, and key stakeholders.
5. Training, Communication & User Readiness (15%):User Training – Designs and implements training programs to enhance user proficiency and support organizational transition to the new ERP system.
Change Readiness – Facilitates organizational readiness by ensuring departments are prepared for workflow transitions and process optimizations.
Feedback Integration – Establishes structured mechanisms for gathering and responding to user feedback to refine system usability and performance.
6. Post-Implementation Support and Continuous Improvement (10%):Sustainability Planning – Oversees the transition from project implementation to long-term operational support.
Governance & Optimization – Establishes a governance model for post-implementation improvements, including structured feedback loops.
System Performance Analysis – Monitors ERP system performance metrics and drive iterative improvements based on evolving business needs.
Industry Awareness – Stays informed on emerging ERP trends and best practices to inform future upgrades and optimizations.
7. Provides strategic leadership, training, and guidance to assigned staff. Manages a dynamic workload and reassigns staff resources as business needs change. Sets teams performance objectives, monitors, and evaluates outcomes.
8. Performs other functionally related duties as assigned.

Minimum Qualifications  | Bachelor’s degree in computer science, information technology, business administration, or a related field. Seven (7) years of project management experience, including cloud ERP implementation projects in mid-to large organizations. Three (3) of the seven (7) years in supervisory or leadership experience. Expertise in vendor management, contract negotiations, and budget oversight.

Preferred Qualifications  | Master’s degree in management information systems (MIS) or a related field. Project Management Professional (PMP) or equivalent certification. Experience in higher education or similar sectors, with a track record of successful ERP implementations. Integration strategies across multiple enterprise systems and Agile and iterative implementation methodologies. Knowledge in project management software and tools, with a strong understanding of ERP systems.

Knowledge, Skills, and Abilities (KSAs)  | Expertise in project management methodologies (e.g., PMP, Agile) and cloud ERP migration, with skills to execute detailed plans and the ability to align them strategically with organizational goals. Knowledge of cloud ERP systems (e.g., WorkDay, Oracle, SAP) and IT infrastructure (e.g., AWS), paired with skills in deployment oversight and the ability to troubleshoot issues. Understanding of integration tools (e.g., APIs, ETL), with proficiency in vendor coordination and the analytical capacity to ensure post-migration reliability. Familiarity with team dynamics, skilled in leading cross-functional teams, and resilient in mentoring staff under pressure. Knowledge of best practices in high-stakes projects, with the capability to motivate teams and maintain focus during ERP implementation. Insight into change management, skilled in conveying ERP benefits to stakeholders, and able to influence buy-in effectively. Understanding stakeholder needs, with decision-making prowess to address concerns and secure project support swiftly. Awareness of risk assessment and financial forecasting, skilled in mitigating delays or overruns, and decisive in high-pressure resource management. Knowledge of vendor negotiation, with attention to detail in scope management and the ability to optimize resources throughout migration. Understanding ERP’s operational benefits, proficient in tracking KPIs (e.g., ROI), and capable of delivering long-term value post-migration.
