Working/Functional Title
Financial Administrator
Position Summary
The Financial Administrator/Fiscal Officer is responsible for financial and personnel management of the Institute for Health Policy. Plans, directs and manages budget processes and other administrative functions including exercising responsibility for the management authorization of expenditures. Analyzes, negotiates and makes recommendations on the financial aspects of contractual agreements. Provides oversight and administrative direction for grant management activities. Plans, directs, and manages pre-award, post-award and close out processes of sponsored projects. Oversees compliance with all funding agencies and the IRB. Directs the preparation of IHP, university and governmental fiscal reports.
Plans and manages professional and support staff processes. Facilitates fulfillment of staffing needs, orientation and termination activities. Manages staff compensation program and annual raise and reappointment processes. Supervises Office Coordinator and others as assigned. Serves as resource to assist in the resolution of employee relations issues. Adhere to all university HR policies and procedures.
The Financial Administrator will also maintain current department space inventories and report changes in  the university space management system. Assure appropriate maintenance of department facilities and arrange for repairs. Represent IHP in all aspects related to moves/renovations. Maintain and report capital equipment inventory. Develop and implement policies and procedures that ensure the safety of the workplace.
 
Minimum Requirements
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience. 
Desired Qualifications
Master's degree in business administration (or similar degree) or equivalent senior management experience. Minimum of five years managerial experience and two years supervisory responsibility. Demonstrated experience in financial management including planning, forecasting and budgeting. Demonstrated experience with contract and grant administration and experience with human resource processes.
Effective leadership and organizational skills. Proven ability to manage and lead staff in a changing environment. Effective communication and presentation skills. Demonstrated knowledge of MSU financial systems and State of Michigan contracting processes.
