Priority Review Date (Note - Posting may close at any time) Job Summary | The Financial Analyst supports the university’s debt and asset management activities. This position focuses on financial modeling & reporting, budget & treasury support, municipal bond analysis, and long-term capital financing strategies. Ideal candidates will have 5–8 years of experience in financial analysis, particularly in public finance, municipal bonds, or investment banking.

The department may choose to hire at any of the below job levels and associated pay rates based on their business need and budget.Responsibilities | Financial Modeling & Reporting:
• Develop and maintain financial models to support investment decisions and capital budget and planning.
• Prepare analytical reports on financial performance, trends, and projections.
• Assist in the preparation of the Annual Comprehensive Financial Report (ACFR) and other regulatory filings.
Budget & Treasury Support:
• Collaborate with budget and treasury teams to align debt strategies with institutional objectives.
• Analyze cash flow impacts of financing decisions and investment strategies.
Municipal Bond Analysis:
• Assess municipal bond offerings and evaluate creditworthiness using rating agency reports, financial statements, and market data.
• Monitor bond performance and compliance with covenants and continuing disclosure requirements.
• Support preparation of offering statement, rating agency presentations and investor relations materials.
Debt Management:
• Assist in planning and executing debt issuances, coordinating with underwriters, bond counsel, and financial advisors.
• Maintain debt schedules and forecast debt service obligations.
• Contribute to the development of long-term capital financing strategies.
Minimum Qualifications |
EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor’s degree = 4 years of directly related work experience).
Department may hire employee at one of the following job levels: Financial Analyst, VII: Requires a bachelor’s (or equivalency) + 14 years or a master’s (or equivalency) + 12 years of directly related work experience.
Preferences | Preferred Qualifications
• Experience with ERP systems and financial reporting tools.
• Experience with Moody’s, S&P, or Fitch data and methodologies.
• Knowledge of GASB standards and public sector accounting.
• Master’s degree or progress toward CFA or CPA designation.
