    About the Partnership for College Completion (PCC)

    The Partnership for College Completion (PCC) is a nonprofit organization founded in 2016 to champion policies and practices that increase college completion and eliminate degree completion disparities for low-income students, first-generation students, and students of color throughout Illinois.

    PCC envisions a state where equitable opportunities to access and complete a college education lead to greater degree attainment, racial equity, and socioeconomic mobility.

    PCC advances its mission through three interconnected strategies:

    • Supporting colleges and universities in institutional change efforts
    • Advocating for effective local, state, and federal higher education policy
    • Increasing public dialogue and awareness regarding college completion and educational equity
  • As PCC continues to strengthen its external affairs, legislative advocacy, and public policy infrastructure, the organization is transitioning government relations and lobbying services from an internal staffing model to a contracted professional services model. This approach is intended to provide specialized lobbying expertise, legislative strategy, relationship management, and strong representation before members of the Illinois General Assembly and relevant state agencies.

    PCC seeks a qualified consultant, lobbying firm, or government relations professional to serve as its Government Relations and Lobbying Services contractor and strategic advocacy partner.

    Contract Overview

    PCC intends to engage a consultant or firm for an initial contract period beginning August 3, 2026, and ending December 31, 2026.

    The selected contractor will support PCC’s legislative, lobbying, advocacy, and government relations priorities during the second half of the 2026 calendar year, with particular emphasis on advancing the organization’s policy agenda during the Illinois General Assembly veto session and related legislative activities.

    The contractor will serve as an extension of PCC’s External Affairs function and will work closely with PCC’s Director of External Affairs to advance the organization’s public policy agenda, legislative priorities, and stakeholder engagement efforts. The Director of External Affairs will serve as the primary organizational contact and will be responsible for overseeing the engagement, establishing priorities, coordinating advocacy activities, and reviewing deliverables.

    Priority Legislative Initiative

    A primary objective of this engagement will be advancing and securing passage of the Adequate and Equitable Public University Funding Act (House Bill 1581 / Senate Bill 13) before the 2027 Illinois General Assembly’s legislative session convenes.

    The selected contractor will be expected to serve as PCC’s lead lobbying and legislative strategy partner in support of this effort, working closely with PCC leadership, coalition partners, higher education stakeholders, legislative champions, and policymakers to advance the legislation.

    The contractor will represent PCC throughout veto and lame duck session activities, including legislative meetings, coalition coordination, vote tracking, strategic advocacy planning, and other activities necessary to support enactment of the legislation.

    The Illinois General Assembly’s 2026 fall veto session is currently scheduled for November 17–19, 2026, and December 1–3, 2026. Respondents should describe their experience advancing significant statewide legislation and their proposed approach to supporting passage of HB 1581 / SB 13.

    Scope of Services

    The selected contractor will provide strategic counsel, lobbying services, legislative monitoring, and relationship management to advance PCC’s policy priorities at the state level:

    Legislative Strategy and Advocacy

    • Advise PCC leadership on legislative opportunities, risks, and emerging policy issues.
    • Support in drafting, refining, and advancing legislation aligned with PCC’s mission.
    • Develop strategies to build bipartisan support for PCC policy initiatives. 
    • Represent PCC before members of the Illinois General Assembly and relevant state agencies.
    • Participate in strategic meetings with the Principals Group, a coalition of senior leaders and partner organizations guiding legislative strategy, stakeholder alignment, key negotiations, and advocacy efforts in support of HB 1581 / SB 13.
    • Lead legislative strategy and advocacy efforts in support of the Adequate and Equitable Public University Funding Act (HB 1581 / SB 13), including legislator engagement, vote-count strategy, stakeholder outreach, and veto-session advocacy activities. 

  • Lobby and Relationship Management

    • Conduct direct lobbying activities consistent with state and federal regulations. 
    • Maintain relationships with legislators, legislative staff, constitutional officers, state agencies, and key stakeholders. 
    • Facilitate meetings between PCC staff, board members, coalition partners, and elected officials. 
    • Support PCC’s participation in statewide coalitions and advocacy efforts. 
    • Represent PCC during the 2026 Illinois General Assembly veto session and maintain a visible presence in Springfield on matters related to PCC’s legislative priorities, particularly HB 1581 / SB 13. 

  • Legislative Tracking and Analysis

    • Monitor legislation, budget proposals, administrative actions, and political developments impacting higher education. 
    • Provide timely legislative analysis and recommendations. 
    • Produce regular legislative updates and reports for PCC leadership. 
    • Track progress of PCC-supported legislation and identify opportunities for strategic engagement.

  • Deliverables

    At a minimum, the contractor will be expected to provide:

    • Regularly scheduled strategic planning meetings with PCC leadership. 
    • Weekly legislative monitoring and updates during active legislative periods. 
    • Written legislative tracking reports. 
    • Strategic recommendations regarding policy opportunities and risks. 
    • Legislative meeting coordination and support. 
    • A legislative strategy and implementation plan for advancing the Adequate and Equitable Public University Funding Act (HB 1581 / SB 13). 
    • Ongoing vote tracking, legislative intelligence, and strategic recommendations related to HB 1581 / SB 13. 
    • Coordination and participation in meetings with legislative sponsors, caucus leadership, committee leadership, Governor’s Office staff, and coalition partners, as appropriate.
    • Representation of PCC during all scheduled 2026 legislative session dates. 
    • Written veto and/or lame duck session summaries, including legislative outcomes, stakeholder engagement activities, and recommendations for future advocacy efforts. 
    • An end-of-year summary report documenting activities, outcomes, and recommendations for 2027.
  • Respondents may propose additional deliverables that strengthen the engagement.

    Cost Proposal

    PCC has established a contract budget of $35,000 for the period August 1, 2026 through December 30, 2026.

    The proposed fee should be inclusive of all services necessary to fulfill the scope of work outlined in this RFP, including legislative strategy, lobbying activities, stakeholder engagement, legislative monitoring, reporting, coalition participation, and representation during the Illinois General Assembly’s 2026 fall veto session.

    PCC will not provide reimbursement for travel, lodging, meals, mileage, or other incidental expenses associated with performance of the contract. Respondents should incorporate all anticipated costs into their proposed fee.

    Interested respondents should provide:

    • Confirmation of their ability to perform the scope of work within the $35,000 contract amount.
    • A brief description of how services and staffing will be allocated under the proposed engagement.
    • Identification of any assumptions regarding the scope of work.
  • PCC reserves the right to renew or extend the contract based on organizational needs, performance, and available funding.
