I. JOB OVERVIEW
Job Description Summary:
The Grants and Contracts Accounting Services (GCAS) department, located within the Office of the University Controller at The George Washington University, is responsible for sound financial management of sponsored project funds.

The Grants & Contracts Quality Assurance & Control Review Analyst plays a key role in reviewing the award set-up process for all sponsored projects across the University, including projects supported by a wide range of sponsors. This position ensures that award information in the University’s ERP Grants Module accurately reflects award documentation, including award dates, budgets, billing details, indirect cost rates, and sponsor-specific requirements.

Primary Responsibilities:
  • Complete reviews in the area of award setup, research administration, and compliance in the Oracle financial system, specifically looking at sponsor award documents, referenced terms and conditions, proposals, and other relevant documentation. Must understand allowed cost schedules, indirect cost schedules, financial reporting requirements, and billing.
  • Establish new Medical Faculty Associates (MFA) clinical trials and research awards in Oracle. Perform modifications to MFA awards.
  • Collaborates with the Office of Sponsored Projects (OSP), MFA, Principal Investigators, and University Administrative and Finance Departments to ensure accurate implementation of award terms and conditions of grants and contracts are interpreted accurately for the efficient management of Sponsored Projects.
  • Performs system testing of Oracle Grants Module for Oracle upgrades and new functionality.
  • Assists GCAS staff with resolving issues related to invoicing, reporting, reviews, and closeouts. Provides expert advice and answers questions from Research Administrators related to sponsor requirements, award terms and conditions, allowable costs, and University policy.
  • Analyzes business operations and business systems in order to contribute to the effective performance of the team. Develops and conducts ad hoc financial analyses and special projects to research financial data.
  • Supports the 2CFR200 Single Audit by researching, extracting, and organizing information. Answers questions and assists in constructing responses to auditor questions.

Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.
Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications:
Preferred Qualifications:
  • Professional designations (Certified Public Accountant (CPA), Certified Research Administrator (CRA), or Certified Management Accountant (CMA) preferred, but not required.
  • Three years of professional experience in analyzing and maintaining financial information, recommending new or improved methods of maintaining and reporting. Experience in the grants and contract accounting (i.e., sponsored projects) area is a plus.
  • Working knowledge of 2 CFR Part 200 and the administrative requirements, cost principles, and audit requirements for federal & non-federal awards is desired. Experience in understanding and interpreting the terms and conditions of grants, contracts, and cooperative agreements for federal and non-federal sponsors, in particular reporting requirements and payment/invoicing methods. Previous experience performing quality assurance and review is preferred. Experience in understanding Clinical Trial research administration is desired.
  • Strong interpersonal, communication, and organizational skills are valued.
  • Familiarity with Oracle Financial Applications software is highly desirable.
  • Excellent communication skills, both verbal and written.
  • Detail oriented, able to follow comprehensive procedures, accurate, and excellent organizational skills, and is a team player.
  • Ability to work in a deadline driven environment and simultaneously deliver quality and quantity of work output.
  • Communicates effectively with employees at all levels as well as internal and external stakeholders.
