JOB SUMMARY
The HR Specialist provides professional-level human resources support within the Office of Human Resources, with a primary focus on supporting the Employment Immigration team. This position coordinates and administers HR processes, primarily supports employment-based immigration activities, and contributes to HR projects, operational initiatives, and process improvement efforts.
HR Specialist serves as a collaborative resource to HR colleagues, employees, managers, and other stakeholders, helping ensure that HR programs and processes are delivered accurately, efficiently, and in accordance with applicable policies and regulations.

This role offers a strong opportunity to develop specialized knowledge of the employment-based immigration process, gaining hands-on experience and building expertise while working closely with experienced HR and immigration professionals.
Minimum Education and Experience
HR Specialist II:
Bachelor’s Degree and five (5) years general human resources experience or administrative experience. Equivalent combination of education and experience may be considered.

HR Specialist I:
Bachelor’s degree and four (4) years  general human resources experience or administrative experience. Equivalent combination of education and experience may be considered.

  • Three (3) or more years working in higher education environment
  • Experience supporting or directly processing employment-based immigration petitions and/or working with an employment immigration team.
  • Experience supporting compliance-driven processes, records management, case management, or regulatory documentation.
  • Experience coordinating multiple deadlines, managing competing priorities, and supporting operational or administrative processes.
  • Experience working with PeopleSoft ERP system
  • Experience with Microsoft Office and Power BI
Other Qualifications

Essential Duties and Responsibilities
Level Placement: This position may be filled at either the HR Specialist I or HR Specialist II level, based on the selected candidate’s education, experience, knowledge, skills, and demonstrated level of proficiency.

HR Specialist I (non-exempt) – is an early-career professional who is developing and expanding their HR knowledge and skills. Employees at this level perform assigned HR responsibilities under close supervision and guidance, with opportunities to gain experience, build proficiency, and progressively assume greater responsibility and independence.

HR Specialist II (exempt) – is a seasoned HR professional who has demonstrated a strong foundation of HR knowledge and experience. Employees at this level work with greater independence and exercise sound judgment in applying established HR practices, policies, and procedures. The role builds upon well-developed skills and experience and may involve handling more complex assignments, providing guidance to others, and taking greater ownership of HR activities and outcomes.

The level of appointment will be determined based on the candidate’s qualifications and the level of responsibility and independence demonstrated through their education and professional experience.

Employment Immigration Support
  • Provide administrative and operational support for employment-based immigration processes, including coordinating documentation, communications, case information, and time-sensitive deadlines.
  • Maintain accurate and confidential immigration and employment records, including electronic and physical case files, ensuring information is updated in appropriate HR systems and documentation is maintained in accordance with established requirements.
  • Track immigration case milestones, work authorization requirements, expiration dates, and related compliance activities; escalate issues as appropriate.
  • Respond to routine inquiries and support the development and maintenance of immigration-related procedures, resources, and communications.
  • Collaborate with employees, departments, external partners, and other stakeholders to support timely completion of immigration-related processes. Support a variety of employment-based immigration activities and progressively assume more complex responsibilities as knowledge and experience develop.

HR Projects and Operational Support
  • Manage HR projects and operational initiatives through research, documentation, testing, reporting, data validation, and coordination of assigned activities that improve HR processes, service delivery, and operational effectiveness.
  • Assist with HR systems, reporting, dashboards, record management, process documentation, and related operational support activities.
  • Participate in process improvement efforts by documenting workflows, identifying inefficiencies, and supporting implementation of approved solutions.
  • Participate in team meetings, working groups, and departmental initiatives, and perform other duties and special projects that support Human Resources operations.

While performing the duties of this job, the employee is regularly required to sit; use hands, handle, or feel objects, tools, or controls; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee may routinely lift and/or move up to 10 pounds. Specific abilities required by this job include close, distance and color vision and hearing/listening abilities.

Other – Normal Office environment. The noise level in the work environment is usually moderate. Travel is integral to this position to campuses and department locations throughout UTD.

REMOTE WORK NOTICE: This position is eligible for a hybrid work schedule, subject to manager approval following an initial training period.
