Human Resource and Payroll Generalist-ECE Full Description

Job Description
Electrical and Computer Engineering (ECE) is seeking a Human Resources (HR) and Payroll Generalist. Reporting to the ECE Director of Finance and Administration. The HR and Payroll Generalist is responsible for performing human resource and payroll activities of the ECE department in accordance with federal, state, and university procedures.
These responsibilities include, but are not limited to, performance management, recruitment, employee relations, training coordination, and human resources/payroll analysis and reporting. The HR and Payroll Generalist collaborates with the ECE Department Head and ECE Director of Finance and Administration to develop ECE hiring plan. Assists department with developing and posting job descriptions, determining qualifications, recruitment planning, interviewing techniques, processes I-9s, VISA filing requests, graduate contracts, and other hiring or payroll forms as needed. Enters the fund coding for labor reporting and tuition funding of graduate students as needed. Supervision of the ECE Fiscal and Administrative Coordinator. 
Required Qualifications
• Bachelor’s degree in Business Administration, Management, Human Resources, Organizational Development or related field.
• Background as an HR Specialist, HR Coordinator, or similar role or HR experience
• Demonstrated experience researching and preparing analysis and data summary reports.
• Previous work and knowledge of hiring processes and regulations
• Experience with office software such as word processing, spreadsheets, and presentation.
• Demonstrated excellent organizational, problem solving, and communication skills.
• History of working independently as well as with collaborative teams.
• Experience in prioritizing tasks.
• Demonstrated history of work with federal and state employment laws and regulations.
Preferred Qualifications
• Expertise in HR and payroll matters within an academic or research environment.
• Proven working knowledge in processing I-9s and other HR on-boarding processes.
• Experience working with Visa petitions and applications.
• Familiar with Banner and MicroStrategy HR, PageUp, or similar software database.
