The Health and Specialty Care System (HSCS) serves 27 facilities in Texas with over 18,000 employees who provide care to individuals with mental illness and intellectual disabilities.
HSCS Competency, Training, and Development (CTD) is part of the Staff Support Services (SSS) team in the Business Operations Unit.
The HSCS CTD team supports facility CTD Departments by providing in-person, virtual, and hybrid training content as requested; creating and maintaining instructor-led and computer-based training and curriculum; responding to inquiries; providing guidance based on state mandates and HHS/HSCS policies and procedures; keeping accurate and up-to-date materials and records; managing and reporting data; certifying facility instructors; and facilitating division-wide training.
As part of the HSCS CTD team, the Instructional Developer will provide exceptional customer service to the HSCS facilities by collaborating with a team of instructional designers, subject matter experts and other stakeholders to update, create, manage, and deliver eLearning courses. The ideal candidate will ensure online content is managed, regular maintenance checks are performed, and technical issues are quickly resolved. In addition to using knowledge of adult learning theory to create engaging, accessible computer-based training (eLearning) content for multi-generational and multi-cultural facility staff, the developer may be asked to develop materials for instructor-led courses. Responsibilities include performing research on effective content delivery with user-friendly interfaces. The ideal candidate has strong verbal and written communication and organizational skills, is extremely proficient with software programs used for instructional development, and values innovation, creativity, and continuous process improvement. This individual will thrive when working independently and as part of a team and stay up to date with current eLearning best practices.

Essential Job Functions:Plans, revises, designs, and develops engaging, interactive, user-friendly eLearning content to meet identified objectives while using adult learning principles and eLearning best practices. (40%)
Collaborates with subject matter experts, stakeholders, and team members as required to formulate learning objectives, assess training needs, draft or revise instructional content, and troubleshoot issues. (30%)
Creates visually appealing and user-friendly eLearning material that includes graphics, videos, and interactive elements. (10%)
Participates in evaluating training and curriculum to identify challenges and opportunities with a focus on continuous improvement. (10%)
Stays up to date on all laws, rules, policies, and procedures related to eLearning and learning and development industry best practices. (10%)
Knowledge, Skills, and Abilities:Understanding of adult learning principles, instructional design models, and learning theories.
Knowledge of multimedia design theories and curriculum design best practices.
Ability to manage multiple projects simultaneously, help develop and adhere to project timelines, and meet deadlines
Ability to effectively work both independently and collaboratively as a member of the Competency, Training, and Development team.
Ability to provide excellent customer service to HSCS leadership and facilities through written and verbal communication methods.
Ability to create and edit adult eLearning courses, resulting in learner-centered, visually appealing, engaging, interactive, and user-friendly content.
Skill in formulating learning objectives and creating engaging content tailored to diverse audiences and learning styles.
Proficient in Microsoft Office Suite and Adobe Creative Cloud products or similar software.
Proficient in use of authoring tools such as Adobe Captivate, Articulate Storyline, or similar to create and publish interactive and engaging eLearning courses.
Registrations, Licensure Requirements or Certifications:N/A
Initial Screening Criteria:Graduation from an accredited four-year college or university with major coursework in instructional design, education, human resources, organizational development, information technology, or related field is preferred.
At least 2 years of recent experience as an instructional designer or content creator using software such as Adobe Captivate, Articulate 360, or similar.
Experience and education may be substituted for one another on a year for year basis.
Preferred Qualifications include:
Experience working in a Texas State Hospital or State Supported Living Center.
Experience editing HTML files.
