Instructional Systems Designer II/Section 508 Compliance

Victor 12 is seeking an Instructional Systems Designer II/Section 508 Compliance resource to provide Journeyman Management Analyst experience in a role responsible for the design, development, evaluation, and production of educational courses delivered virtually and/or in person. This role supports Federal Emergency Management Agency (FEMA) training programs, ensuring all courses meet applicable FEMA Qualification System (FQS) requirements, Subject Matter Expert (SME) expectations, and Section 508 accessibility standards. This position is contingent upon contract award and is a remote opportunity with potential for travel (20%).

Responsibilities:
  • Design, develop, and produce educational courses from concept through final delivery in online and/or in- person formats. 
  • Collaborate with course SMEs to develop a Plan of Instruction (POI) and course content.
  • Ensure final course products meet the expectations and requirements of SMEs, cadres, and FQS standards.
  • Facilitate and support course evaluation activities and assess instructional design effectiveness.
  • Coordinate and support alpha and beta test delivery phases as part of course development.
  • Ensure all courses conform to Section 508 requirements (including Web Content Accessibility Guidelines [WCAG] 2.0 Level A and AA Success Criteria) by conducting testing using the Department of Homeland Security (DHS) Trusted Tester for Web Methodology Version 5.0 or successor versions. 
  • Ensure compliance with all FEMA policies, standards, and requirements for course production.
  • Maintain course documentation and provide recommendations for course improvements, as required.

Required Qualifications:
  • Bachelor’s or master’s degree (BA/BS or MA/MS) and a minimum of 4 to 10 years of experience.
  • Experience performing all functional duties independently.
  • Ability to lead course development activities, instructional design decisions, and evaluation efforts.
  • Outstanding customer service expertise, to include flexibility and adaptability when interfacing with agency senior officers, internal staff, employees, and other supportive contracted staff, at all levels.
  • Willingness to sign a Contingent Offer Letter (COL) or Letter of Intent (LOI) and submit resume as part of proposal process.
  • Strong written and verbal communication skills to collaborate effectively with multi-functional teams.   
  • Favorably adjudicated Public Trust suitability prior to entry on duty (EOD). Background investigation through FEMA Personnel Security, including FBI fingerprint check, consumer/credit reports, and “identity-proofed” identification through authentication of two forms of government-issued identification.
  • U.S. citizenship.
  • Ability to support multiple tasks simultaneously.

Preferred Qualifications:
  • Online and in-person course development experience.
  • Familiarity with FEMA training standards, FQS, and Federal training environments.
  • Experience supporting evaluation, testing, and continuous improvement processes.
