Job Summary  | The IT Strategy and Enterprise Architecture Manager is responsible for aligning technology investments with business objectives by overseeing enterprise architecture practices and managing the organization strategic portfolio to drive desired business outcomes. This role ensures that the enterprise architecture framework and portfolio management processes drive innovation, optimize resources, and deliver measurable business outcomes. The manager will lead cross-functional teams, establish governance standards, and provide actionable insights to senior leadership for informed decision-making.

Essential Duties and Responsibilities  | Enterprise Architecture Leadership Leads the development and evolution of EA functions, service portfolio, and value proposition to align with changing business and IT needs. Serves as a trusted advisor, providing strategic consultative guidance and recommendations to stakeholders on technology-enabled investment and operating model decisions. Lead analysis of business and operating models, market trends and the technology landscape to assess their impact on enterprise strategy and architecture. Partner with business and IT leaders to assess current state and define future-state of technology modernization plans and roadmaps that support growth, cost optimization, and risk mitigation. Oversee EA governance processes, ensuring compliance and enable adaptive decision-making across technology projects and products. Facilitate business and IT alignment through collaborative leadership, driving digital business strategies and balancing innovation. Manage and mentor EA team members, fostering a culture of innovation and continuous improvement.  Strategic Portfolio Management Oversee the organization’s portfolio of projects, programs, and applications to ensure alignment with strategic objectives and maximum value delivery. Lead prioritization efforts balancing short-term needs with long-term strategic goals. Monitor portfolio performance, risks, and dependencies; providing regular updates and actionable insights to executive stakeholders. Implement and maintain portfolio governance frameworks, including investment councils and steering committees. Drive adoption of portfolio management best practices and tools across the organization. Cross-Functional Leadership Collaborate with adjacent functions (e.g., PMO, infrastructure, ISO, etc.) to ensure integrated planning and execution. Facilitate business outcome-driven conversations with senior stakeholders to align technology investments with enterprise priorities. Champion change management initiatives to drive adoption of EA and portfolio management practices. Capability Development Oversee training programs on EA principles, portfolio management methodologies, and governance processes. Coach and mentor team members and stakeholders on best practices for strategic planning and execution. Provide actionable feedback and motivate teams through recognition and incentives. Seek opportunities to diversify skills and actively solicit feedback for continuous improvement.

Minimum Qualifications  | Bachelor’s degree in business, computer science, or related field. Eight (8) years of experience in strategic and operations planning and/or business, solution and technical architecture, or fourteen years of any combination of training, education, or experience.

Preferred Qualifications  | Master’s degree in business, computer science, or related field. Experience in public sector, with higher education. Five (5) years of experience in a managerial role with at least three (3) disciplines, such as business, information, solution or technical architecture, information analysis, portfolio management, and IT strategy. Experience with multiple, diverse technologies, platforms, and processing environments. Certifications such as TOGAF® (The Open Group Architecture Framework), Certified Business Architect (CBA), ITIL, or ArchiMate. Portfolio management and strategy Certifications such as Strategic Management Professional (SPM), Portfolio Management Professional (PfMP).

Knowledge, Skills and Abilities  | Knowledge of business, operating, and financial models including cost-benefit, trade-off, budgeting, and risk analysis. Knowledge of all components of an EA function, business and IT principles, and processes. Organizational and political savvy with situational awareness to navigate complex obstacles. Ability to balance the long-term and short-term implications of individual decisions and organizational goals. Excellent strategic thinking, analytical, and problem-solving skills. Exceptional communication and stakeholder management skills, with proven influence at the leadership level. Excellent written, verbal, and presentation skills; able to clearly communicate complex ideas to technical and nontechnical audiences. Strong decision-making, applying sound judgement and acting decisively under uncertainty. Strong financial acumen, applying cost-benefit analysis to technology investment decisions (remove) Excellent customer centricity, using stakeholder feedback and design thinking to meet business needs. Strong knowledge of enterprise architecture frameworks (e.g., TOGAF,BIZBOK) and portfolio management methodologies
