Job Description
The Manager, People & Talent Portfolio is responsible for advancing the People & Talent (P&T) vision, strategy, and initiatives through effective project management, product management, and people practices. This leader drives initiatives within the defined scope of P&T organizational strategies and objectives by overseeing high-priority workstreams, projects, and programs led by P&T leadership. In close partnership with the Senior P&T leadership team, this role achieves results through the strong leadership team of product and project managers. The Manager, People & Talent Portfolio, ensures industry standards and best practices are applied and aligned with P&T goals and objectives while effectively influencing change across a highly matrixed organization. This includes delivering strategies and initiatives on time and with measurable impacts. The Manager, People & Talent Portfolio develops and sustains a high performing, engaged team by developing and cultivating essential skills, recognizing contributions, and ensuring delivery on operational plans for P&T key results.

Primary Responsibilities: 
  • Leads the P&T Portfolio team to ensure effective execution of all initiatives.
  • Provides direct portfolio support to the Senior P&T Leadership team by advancing initiatives through strategic and operating
  • Leads P&T's product, project, and change management functions as shared resources.
  • Envisions, articulates, and leads strategic projects that span across numerous P&T functions and have an impact on the entire WGU employee experience.
  • Collaborates with senior P&T leadership and other leaders across the university’s ecosystem to identify and solve problems through quantitative and qualitative data.
  • Actively analyzes evolving data to identify trends, develop strategies, and recommend solutions for improvement.
  • Actively generates process improvements, champions and drives change initiatives, confronts difficult circumstances in creative ways, and balances multiple and competing priorities and executes accordingly.
  • Creates, leads and advocates for processes central to P&T practices while anticipating the impacts of proposed processes and changes.
  • Manage multiple large-scale projects at a time by conducting analysis around new products or services being developed, secondary research, holding internal stakeholder reviews, reporting on the process of existing projects, and coordinating workshops to brainstorm new products.
  • Gather and evaluate innovative ideas and opportunities that translate into actionable business initiatives.
  • Support the planning of strategies for the P&T function.
  • Maintains focus on introducing and advancing solutions for employee engagement, productivity, and satisfaction.
  • Provides regular project/change management updates, status, and targets to meet business deliverables.
  • Leads direct reports through deliverable review, issue escalation, brainstorming/solutions, adherence to workstream milestones, etc.
  • Ensures quality, consistency, and functionality of team outputs to drive high performance and engagement of all team members
  • Holds direct reports accountable to performance metrics
  • Work collaboratively with colleagues in a highly relationship-oriented environment
  • Effectively manages delegations of work effort while owning the completion of work products and deliverables.
  • Identifies project risks and issues and proposes mitigation measures and strategies.
  • Leads agile development processes to identify development and continuous improvement of existing and future people best practices.

Job Qualifications:
Minimum Qualifications:
  • Bachelor’s degree in a related field
  • 5+ years experience in product management, project management, and/or change management - experience working in or supporting a human resources function strongly preferred
  • 1+ years leading and managing a team of direct reports
  • Experience presenting and interacting with audiences of all levels, including executives
  • Demonstrated ability to maintain a high level of trust, discretion, and confidentiality
  • Demonstrated experience and broad knowledge of agile operations and project management
  • Ability to work in the Salt Lake City, UT office up to 5 days per week as needed based on business needs

Preferred Qualifications:
  • 3+ years leading and managing a team of direct reports
  • Experience working in or supporting a human resources function
  • PMP certification (Project Management Professional)
  • Practical experience with change management and/or change management certification
