Job Description

This position will serve as the training specialist dedicated to the Online Gaming & Legal Affairs and Casino Operations divisions of the Michigan Gaming Control Board (MGCB). This position is responsible for ensuring that training needs are researched, established, scheduled and tracked ensuring that MGCB is compliant with all federal and state requirements as well as identifying training needs for staff according to the skills and training needs to assist staff in performing their position's duties. This position will facilitate and/or conduct training and serve as the recognized resource for the assigned divisions' training and development initiatives. This position will provide specialized consultative guidance on training initiatives. The responsibilities of the position include, but are not limited to, developing training curriculum to address employee training needs and identifying emerging trends and best practices. This position is responsible for overall coordination and implementation of the MGCB training program for the dedicated divisions. This includes development and monitoring state training standards for the MGCB program and ensuring adherence to training requirements and best practices. This position will develop timelines, scenarios, criteria, and exercise objectives for assigned MGCB staff.

The Michigan Gaming Control Board may consider alternative and hybrid (combination of remote and in-office) work schedule requests based on the operational needs of the work area. MGCB’s main office is located at 3062 West Grand Boulevard, Detroit, MI; however, MGCB has a satellite office in Lansing and offices located in Greektown Casino, MGM Grand – Detroit, and MotorCity Casino. Not all MGCB positions have the capability to work remotely due to the nature of the position. For positions approved to work a hybrid schedule, MGCB requires a minimum of two in-office days each week. Periodic onsite teamwork, collaboration, and communication with peers and leaders is required for all positions and is essential to the position's success and MGCB’s mission and values. Selected candidates approved to work a hybrid schedule, must complete remote work within Michigan. Eligibility for a hybrid schedule will be determined by management and is not an entitlement. Employees will be provided computers and other essential items necessary to perform state work. Employees working a hybrid schedule will be responsible for providing other components of a remote office at their own expense, including:  

   A secure work location that allows privacy and prevents distractions.
   A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
   Suitable lighting, furniture, and utilities.

Required Education and Experience


Education

Possession of a bachelor's degree in any major.

Experience
Three years of professional experience in planning, developing, conducting, or evaluating staff development, training, or other programs equivalent to a Human Resources Developer, including one year equivalent to a Human Resources Developer P11.

Alternate Education and Experience

Training Developer 12 (Human Resources Developer 12)
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

Michigan Gaming Control & Revenue Act Employment Requirements (MCL 432.204 (10)-(16))

The Board also conducts a personal reference screening, criminal background check, drug testing and federal and state tax transcript, including fingerprinting candidates prior to a conditional offer of employment.
