Multi-State/Global HR Employment Analyst Full Description

Job Description
In support of Virginia Tech's domestic and global strategic initiatives, the Division of Human Resources is seeking to hire an individual to assist with ensuring compliance with international, federal, state, and local employment laws.

This position will provide guidance on employment requirements of other states (and countries); conduct research and provide oversite for critical compliance areas, including benefits, leave, time and attendance, FLSA, and related policies and procedures. The analyst will partner with peers within HR, Payroll, Tax Compliance, Legal Counsel, other stakeholders across the university (and beyond) to develop and maintain practices that mitigate risk while supporting operational efficiency.

Responsibilities:
• Employment Compliance
o Monitor and interpret federal, state, and local employment laws across all operating jurisdictions.
o Advise HR, payroll, and leaders on compliance requirements related to hiring, terminations, leave, wage and hour, and other employment practices.
o Partner with stakeholders to analyze compliance requirements of employment outside of the United States and identify alternative solutions where applicable
o Ensure timely implementation of regulatory changes affecting policies, procedures, and HR systems.
• Policy and Process Development
o Develop and maintain HR documentation of processes and procedures aligned with multi-state (and international) employment requirements.
o Collaborate with HR operations, recruiting, and payroll teams to design compliant processes and documentation.
o Partner with stakeholders within HR, Payroll, Tax Compliance, and Legal Counsel as needed for interpretation and risk assessment.
• Data Analysis & Reporting
o Perform audits of employment data to identify compliance risks and recommend solutions.
o Generate reports to support compliance reviews, government reporting, and internal audits.
o Track and communicate trends in regulatory changes and their impact on operations.
• Employee & Manager Support
o Respond to inquiries related to employment laws, wage and hour rules, and state-specific leave programs.
o Partner with Remote Work Committee to assess requests for out-of-state or international remote work.
o Provide guidance and training to HR partners and other stakeholders on regulatory requirements and best practices.

Required Qualifications
• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• Working experience in HR operations and benefits administration.
• Strong knowledge of federal and state employment laws (FLSA, FMLA and other benefits requirements, wage and hour laws, etc.).
• Experience researching and interpreting employment regulations (and policies).
• Strong Microsoft Excel and data analysis skills.
• Excellent analytical, problem-solving, and communication skills.
Preferred Qualifications
• PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
• Experience supporting remote and hybrid workforces across multiple states and/or countries.
• Familiarity with payroll processes and systems.
