Job Description | Position: Full-time, 12 months annually, FLSA Exempt, Fully Benefitted, Professional staff, C41, Location is Main campus (Torrington, WY)
Start Date: As soon as feasible
Salary Hire Range: $52,310 – $57,741, dependent on experience and education
JOB SUMMARY: The Operations and Compliance Coordinator provides operational leadership, regulatory compliance oversight, administrative coordination, and executive support for Workforce Development and Career Technical Education. The position serves as the central coordinator for workforce operations by ensuring compliance with federal, state, institutional, and grant requirements while supporting workforce training programs, business and industry partnerships, customized training initiatives, and Career Technical Education.
The Operations and Compliance Coordinator is responsible for coordinating regulatory reporting, maintaining compliance documentation, supporting grant administration, managing workforce data systems, overseeing student and training records, coordinating business outreach, developing marketing materials, and providing executive administrative support to the Dean of Workforce and Career Technical Education. The position requires independent judgment, exceptional organizational ability, attention to detail, and the ability to manage numerous projects simultaneously while maintaining strict compliance with regulatory requirements.
Essential Functions Operations Management Coordinate daily operational activities for Workforce Development programs. Provide executive administrative support to the Dean. Coordinate meetings, agendas, minutes, schedules, and departmental communications. Maintain operational calendars and project timelines. Develop reports, presentations, and executive correspondence. Coordinate purchasing, travel, and departmental logistics. Regulatory Compliance Maintain compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations. Coordinate Training Provider Registry (TPR) submissions and reporting. Maintain compliance documentation required by WYDOT and other regulatory agencies. Coordinate MSHA Part 46 and Part 48 documentation and training records. Maintain OSHA training documentation and certification records. Prepare documentation for audits and compliance reviews. Monitor changes in applicable regulations and recommend procedural updates. Grant Administration and Reporting Assist with administration of federal, state, and private grants. Prepare grant reports and supporting documentation. Maintain performance measures and outcome reporting. Track grant deliverables and reporting deadlines. Assist with Department of Labor reporting requirements. Maintain documentation supporting grant compliance and fiscal accountability. Student Records and Data Management Coordinate workforce student records and documentation. Maintain confidential student files. Track training hours, attendance, certifications, and completions. Enter required information into institutional and external reporting systems. Ensure data integrity across multiple reporting platforms. Produce reports supporting institutional planning and compliance. Business and Industry Relations Coordinate outreach to employers throughout the College’s six-county service area. Schedule employer visits and workforce consultations. Support development of customized workforce training. Maintain relationships with industry partners. Coordinate advisory committee meetings and employer engagement activities. Assist in identifying workforce training opportunities. Marketing and Communications Develop promotional materials, brochures, flyers, newsletters, and electronic communications. Assist with website updates and social media content. Coordinate recruitment events and community outreach activities. Maintain workforce marketing resources. Administrative Coordination Maintain departmental filing systems and official records. Coordinate office procedures and workflow. Maintain confidential personnel and student information. Provide excellent customer service to students, employers, faculty, and community members. Assist with special projects as assigned. Other Duties Attend evening and weekend meetings or events as required. Travel throughout the College’s service area. Perform other duties as assigned
Required Qualifications | Associate degree in Business Administration, Public Administration, Office Management, Communications, or related field. Three years of progressively responsible administrative, operational, compliance, or project coordination experience. Advanced proficiency with Microsoft Word, Excel, Outlook, and Office 365. Excellent written and verbal communication skills. Demonstrated ability to manage multiple projects and deadlines. Valid driver’s license
Preferred Qualifications | Experience in higher education or workforce development. Experience with federal or state grant administration. Experience with regulatory compliance. Experience working with federal reporting systems. Experience with marketing, graphic design, or desktop publishing. Experience coordinating training programs or continuing education. Knowledge of transportation, workforce, safety, or education regulations.
