Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.  | Demonstrated ability to analyze large datasets, identify trends, and produce clear, accurate reports. Strong understanding of procurement processes and terminology, or the ability to quickly learn public‑sector procurement frameworks. Proficiency with Excel, including pivot tables, lookup functions, and data transformation tools. Ability to interpret and apply state procurement regulations, reporting requirements, or similar compliance frameworks. Excellent problem-solving, critical-thinking, data validation, written communication, and interpersonal skills. Ability to work independently, manage multiple deadlines, and anticipate reporting needs. Personal computing skills including working knowledge of word processing, spreadsheet, and database applications. Experience using ERP procurement, contracting, or financial systems to access and analyze data is required.

Preferred Qualifications  | Bachelor’s degree in Supply Chain Management, Business Administration, Public Administration, Data Analytics, Accounting, Finance, or related field. Minimum of three (3) years of experience in procurement, financial reporting, compliance, or data analytics. Experience in higher education or public‑sector procurement. Experience with State of Texas procurement reporting, VetHUB program, and public‑sector compliance. Professional procurement or supply chain certification (e.g., CTCD, CTCM, CPSM) is preferred.

Job Description  | Responsible for administering, conducting audits and reconciling financial data for the University’s electronic procurement programs.
Job Duties  | Prepare, validate, and submit required state procurement reports including, but not limited to: VetHUB Reporting (Annual and Semiannual) Legislative Budget Board (LBB) reporting State Comptroller expenditure reporting Contract and subcontracting reporting required by statute Open Records Request Any additional state‑mandated procurement or contracting reports 
Lead analysis of procurement spend data for internal reporting, audit support, and decision‑making. Identify trends, anomalies, gaps, and opportunities to improve data quality and compliance. Serve as the subject-matter expert for procurement data classifications including NIGP commodity codes, object codes, general ledger codes, VetHUB categories, and state procurement reporting requirements. Collaborate with Procurement, AP, IT, and campus departments to ensure data integrity and alignment across systems. Recommend and implement changes to data structures, workflows, and processes to improve reporting accuracy. Maintain reporting calendars, documentation, SOPs, and data dictionaries for all procurement reporting processes. Ensure updates are communicated to stakeholders in a timely manner. Work with Campus leadership to provide analytics supporting strategic sourcing, spend optimization, and procurement policy enhancements. Participate in regular meetings with campus partners to review reporting requirements, compliance expectations, and data submission processes. Provide training and guidance to procurement staff and campus departments on reporting requirements, data entry standards, and VetHUB‑related compliance processes. Work with IT and ERP specialists to create or enhance reports, dashboards, and automated queries that support reporting and analytics functions. Monitor changes to state procurement statutes, Comptroller guidance, VetHUB program requirements, and university policies to ensure reporting remains compliant. Support internal and external audit activities by providing required documentation, data extracts, clarification, and process explanations. Perform other related duties as required.
