I. JOB OVERVIEW
Job Description Summary:
The Department of Defense (DoD) National Disaster Medical System (NDMS) Pilot Program is a federally funded initiative aimed at strengthening the nation’s medical surge capability through enhanced coordination between military, federal, and civilian health systems. The National Capital Region (NCR) is one of the designated pilot sites focused on implementing innovative models for mass casualty care, trauma system integration, and medical readiness.

This Program Manager, NDMS Pilot Program position is hosted by George Washington University and works closely with the National Center for Disaster Medicine and Public Health (NCDMPH), DoD, HHS, VA, DHS, and local public/private healthcare entities.

The Program Manager will oversee the day-to-day planning, execution, and evaluation of the NDMS Pilot Program activities in the National Capital Region. This role serves as a central point of coordination among military, federal, and civilian healthcare stakeholders to advance the goals of the pilot and ensure alignment with national objectives.

Key Responsibilities:
  • Program Management & Oversight
    • Lead development and execution of NCR-specific implementation plans aligned with national NDMS objectives
    • Track deliverables, timelines, budgets, and metrics to ensure milestones are met
    • Maintain compliance with all federal reporting and performance requirements
    • Must be able to attend on-site team meetings in person
Stakeholder Coordination
  • Serve as liaison between NCR partners (military medical facilities, civilian hospitals, emergency management agencies, academic institutions, and federal partners)
  • Organize and lead regional working groups, consortium meetings, and multi-agency coordination calls
  • Foster collaboration across disciplines to improve regional trauma care integration and surge capacity
Data, Evaluation, & Reporting
  • Work with data analysts and evaluators to collect, monitor, and report on performance metrics
  • Develop quarterly reports, presentations, and briefing materials for senior leadership and federal agencies
  • Contribute to white papers, case studies, and publications on pilot outcomes and best practices
Training & Exercises
  • Coordinate planning and delivery of joint training events and medical surge exercises
  • Collaborate with military and civilian partners on interoperability and readiness initiatives
Strategic Development
  • Identify opportunities for innovation, partnerships, and sustainability of pilot initiatives
  • Inform long-term scale-up recommendations and policy development for the national NDMS

Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position. This position is subject to available funding.
Minimum Qualifications:
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

  • Bachelor’s degree in Public Health, Emergency Management, Healthcare Administration, Public Policy, or related field
  • Experience coordinating multi-agency or multi-sector partnerships

  • Proficient in Microsoft Office Suite, project management tools, and collaborative platforms
  • Demonstrated experience in program or project management, preferably in public health, military health, or emergency preparedness
