Primary Function of Organizational Unit
The primary purpose of the Facilities Management – Capital Project management (CPM) dept. is to support teaching, research, extension, and other activities of the University through timely and economical completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, the dept. administers all University design and construction for capital improvement projects, and repair and renovation projects.
Primary Purpose of Position
This position is charged with direct project management responsibilities for ensuring that Capital Improvement Projects (CIP), and Repair and Renovation (R&R) projects are completed on time and within established budgets while ensuring the capital improvement to the University’s facilities meets Federal, State and local building codes as well as University requirements with minimal disruption to on-going University activities. As a Capital Project Coordinator, this position is tasked with managing multiple and complex capital improvement projects. Capital improvement projects for Informal and Formal Capital Improvements Projects may be valued up to $120M, are moderately complex and technical in nature and involve those modifications to the physical educational and work environment requiring funding to implement. Complex projects may vary from new construction of buildings and infrastructure to renovations of existing facilities and building systems. Examples may be replacement of boiler equipment, new roofing, underground utilities, new buildings, renovated spaces, storm water basins, parking lots, telecommunications & data centers, laboratory research facilities, multi-purpose spaces, landscaping, fire alarm systems, security systems, HVAC equipment and systems, Life Safety systems – typical higher education facilities. This position has direct responsibility for administration and coordination of each of these contracts and professionals. This position requires the ability to prepare for emerging needs; manage multiple projects; determine project urgency in a meaningful and practical way; use goals to guide actions and create detailed action plans; and schedule people and tasks to achieve goals with minimal oversight; knowledge of contract delivery methods governed by the Office of State Construction may include Construction Management at Risk; knowledge to evaluate and provide recommendations pertaining to assigned projects in timely fashion to support project needs.
Required Knowledge, Skills, and Abilities
Knowledge and application of governing Building Codes, NCCU, and UNC System Guidelines, Laws of the State of North Carolina, and National Fire Protection Codes in addition to applicable industry standard practices for construction tolerances. Working knowledge of the concepts yielded by National Fire Protection Codes and North Carolina Office of State Construction regulations pertaining to Life Safety Systems is essential. Works independently with minimal supervision. This position may be asked to serve as an expert witness and/or provide expert testimony in such cases involving design or construction claim mediation, arbitration, and/or litigation.

Ability to review and evaluate contractual documentation and correspondence for multiple complex capital improvement projects for completeness, compatibility, and compliance with engineering & architectural principles, standards, codes and design needs including management and oversight of: change orders; fee amendments; invoices and progress billings; schedules; material submittals; and budget constraints with little oversight. Knowledge of contract delivery methods governed by the Office of State Construction may include Construction Management at Risk, Lump Sum competitive bidding for Single or Construction Management at Risk (CMAR / CMR), Performance Contracting, Design/Build, and private ventures. Ability to perform inspections/audits to ensure proper procedures are adhered to and contracted work complies with the Contract Documents. Ability to evaluate actual progress against scheduled milestones.

Ability to resolve design error/omissions, unforeseen conditions and owner requests on a project-by-project and case-by-case basis ensuring recovery strategies are efficiently and effectively deployed. Technical knowledge to evaluate and provide recommendations pertaining to assigned projects in timely fashion to support project needs. Ability to make quick decisions with minimal supervision to minimize impacts to the budget, schedule, and University operations.

Ability to interact with broad-based University community and project stake-holders including, but not limited to, Designers, Consultants, Contractors, University Students, Faculty, Committees, Campus Leadership, and outside agencies and other University and Community interests. Must be able to clearly express and present, both orally and in written form, moderately complex project information in an organized and concise manner throughout the capital improvement process. Uses tact when expressing ideas or opinions; adapts presentations catered to the needs of a particular audience, assists customers to understand design concepts and contract documents, and provides routine and accurate updates of project status, needs, and objectives. Develops rapport with all stake-holders, recognizing their concerns and feelings, and listens well while advancing project objectives and building and maintaining long-term relationships based on trust. Creates and produces informational products as required to convey and manage project needs. Develops and negotiates positions to effectively mediate resolution of contract disputes.

Applies mathematical, architectural and engineering sciences to moderately complex projects for consultation, investigation, evaluation, planning, design and construction. Ability to review, evaluate, negotiate and approve both design and construction changes, ensuring project budget is maintained through use of the Department’s accounting system and self-developed spreadsheets. Ability to review design, construction, and consultant contracts, fee amendments and change orders issued during the Capital Improvement Process and make recommendations for approval to Associate Vice Chancellor of Facilities Management and the State Construction Office. Ability to research, collect, organize, and/or analyze information/data which contributes to making sound engineering/design/construction decisions.

Ability to consult on issues and requests from multiple University clients and constituencies. Ability to consult with higher-level professionals (Professors, Department Heads, Deans, and Associate Vice Chancellors) to discuss alternative solutions to complex problems as required. Ability to recognize and solve problems requiring little supervision.

Department required skills:
Proficient knowledge of standard design and construction practices and have both office and field experience. Effective oral and written communication skills. Ability to proficiently operate personal computer and a variety of software for email, word processing, spreadsheets, data base & information collection. Working knowledge of Interscope and Electronic Vendor Procure System (eVP), and State Construction Office (SCO) guide-lines are preferred.
Minimum Education/Experience
Bachelor’s Degree in the Architectural, Construction Management and Engineering disciplines related to the area of assignment; or and equivalent combination of training and experience.
Some positions may require licensure by the North Carolina Board of Architects and the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

5 to 7 years experience in Architectural, Engineering, and/or Construction Manager.
Licenses or Certification required by Statute or Regulation
The ability to obtain Registered Architect (RA), or PE license from NC preferred but not required.

Primary Responsibilities and Duties
Function Professional Knowledge

Follows established protocols and regulations for soliciting and selecting Designers, Construction Managers, Contractors, and Consultants engaged by NCCU. Ensures work flows and product deliverables conform to Authorities Having Jurisdiction (AHJ) requirements and University Guidelines for implementing the work. Facilitates timely decisions throughout design and construction for meeting project goals while avoiding claims. Manages and affects validation of Life Safety Systems for adherence to governing codes and regulations and NCCU Standards through active inspections, document reviews, and collaboration with AHJ for assigned projects.
Function Program/Project Management

Establish and update project budgets. Collaborate with NCCU, Design, Construction, and project stake-holders to monitor budget and project costs. Review proposals for cost, scope of work, and adherence to UNC-SO or SCO requirements. Negotiate and implement contract extras with Designers, Contractors, and Consultants. Processes and makes recommendations for approval of change orders and fee amendments. Processes and approves progress payments. Inspects work in place for compliance with Contract Documents. Coordinates the work of Owner’s Consultants, Separate Contractors, and on-going University Operations, with Designers and Contractors for assigned projects. With minimal supervision, this position identifies, implements, and resolves project/program changes involving complex budgeting and scheduling constraints from multiple funding and stake-holder sources. Develops, communicates, and defends moderately complex programs/project goals and objectives to ensure assigned projects are completed within budget and schedule.
Function Engineering Review, Decision Making & Analysis

Routinely participates in project reviews during design and obtains stake-holder input and acceptance. Critiques, provides input, and recommendations of design documents in progress by formally generating and collecting comments and responses during design at the conclusion of: schematic design; design development; and production of construction documents. Organizes and performs construction inspections for: above ceiling close-in; wall close-ins; pre-final punch list; beneficial occupancy; and final acceptance. Reviews, comments, and accepts Project CPM schedules proposed for the project and monitors schedules no less than monthly for enforcement and performance. Actively manages and oversees the work and performance of firms engaged by NCCU for their assigned projects to ensure cost and schedule parameters are honored. Builds consensus and overcomes problem areas arising from the work to preclude delays to the progress of the work. Serves as liaison with project stake-holders to obtain unified course of action for resolving all contractual issues for moderately complex capital improvement project assignments.
Function Communication

Establish and maintain lines of communication with customers, Design Team, Construction Companies, Consultants, Vendors and other stake-holders by ongoing dialogue throughout the life of the project. Ensure customers and all stake-holders are well informed of the status of the work. Establish, conduct, and generate meeting minutes with project stake-holders at least weekly during the course of the work. Establish clear expectations of all NCCU engaged firms via “kick-off” meetings prior to their participation, and during the work through formal assessment and “feed-back” meetings and workshops. Provide engineering support to Facilities Operations, Design and Construction Services, Office of the University Architect, and Capital Project Management. Notify Supervisor of critical issues and problem areas.
Function Engineering Design and Analysis

Establish and maintain project cost and data base/information systems and update bi-weekly. Provide formal design and construction evaluations assessing participants performance. Performs change order administration. Monitors and ensures contracted work meets specifications and/or design standards and enforces adherence to University Design and Construction Guidelines.

Develops and manages program/project plan and prepares project scope definition. Collaborates across the spectrum of the University Community to establish project goals and expectations. Reviews and coordinates site logistics with on-going campus activities to minimize disruption while avoiding delays to implementing the work. Identifies, initiates, and implements critical activities and work sequences required to meet schedule requirements. This position is required to take action in solving problems and resolving issues impeding progress or impacting budgets, while exhibiting judgment and realistic understanding of issues.
