Description
Reporting to the Assistant Vice President for Financial Affairs, the Senior Director of Procurement and Contracts Administration provides strategic leadership and oversight for all University procurement, sourcing, contract administration, and vendor management activities. This position is responsible for developing and implementing procurement strategies, policies, and best practices that support the University’s operational, financial, and strategic objectives while ensuring compliance with applicable laws, regulations, and institutional policies.

The Senior Director leads the full lifecycle of procurement and contract administration functions, including supplier sourcing, competitive bidding, contract negotiation, vendor relationship management, leasing agreements, and acquisition of goods and services. Working collaboratively with academic and administrative departments, the Senior Director identifies opportunities to optimize costs, improve service delivery, strengthen supplier partnerships, mitigate risk, and enhance operational efficiency across the University.

  • Provide leadership and direction for all procurement functions, including sourcing, purchasing, competitive bidding, contract negotiations, and supplier management.Develop, implement, and continuously improve procurement strategies, policies, procedures, and best practices that promote operational efficiency, fiscal responsibility, and risk mitigation.
  • Identify and implement strategic sourcing opportunities that deliver cost savings, process improvements, and enhanced service levels.
  • Monitor market trends, supplier performance, and emerging procurement practices to support continuous improvement and innovation.
  • Direct and oversee the University’s Contract Administration Office, ensuring effective management of the contract review, approval, execution, and monitoring process.
  • Manage the full contract lifecycle for procurement, service, technology, leasing, and other institutional agreements.
  • Partner closely with the Office of Legal Affairs and other stakeholders to ensure appropriate review, negotiation, and compliance of standard and non-standard contractual agreements.
  • Ensure compliance with contractual obligations, applicable laws and regulations, MWBE requirements, University policies, and internal control standards.
  • Maintain effective systems and controls to reduce institutional risk and safeguard University resources.
  • Establish, develop, and maintain strong relationships with strategic suppliers and service providers.
  • Lead vendor negotiations to secure favorable pricing, service levels, contract terms, and long-term value for the University.
  • Evaluate supplier performance and implement corrective actions or alternative sourcing strategies when necessary.
  • Ensure uninterrupted delivery of critical goods and services across the institution.
  • Build collaborative relationships with key operational units, including Facilities Operations, Information Technology Services, Athletics, and Academic Affairs, to support institutional procurement needs.
  • Provide consultation and guidance regarding procurement policies, contract terms, vendor selection, and purchasing best practices.
  • Develop and deliver procurement and contract administration training, communication, and educational programs for the campus community.
  • Oversee and administer the University’s Request for Proposal, Request for Quote, and competitive bidding processes to ensure consistency, transparency, and compliance with University requirements.
  • Manage and administer procurement agreements, construction contracts, service contracts, leasing arrangements, and other purchasing-related documents.
  • Supervise, mentor, and develop procurement and contract administration staff to support operational excellence and professional growth.
  • Oversee the University’s One Card Program and associated policies, procedures, and controls. Utilize procurement and contract management technologies to enhance operational effectiveness and reporting capabilities.

Qualifications
  • Bachelor’s degree in Business Administration, Finance, Supply Chain Management, Public Administration, or a related field required.
  • Professional procurement certification preferred, or the ability to obtain certification within a reasonable period of employment.
  • Minimum of ten (10) years’ experience in procurement, sourcing, purchasing, contract administration, or supplier management, preferably within higher education.
  • Demonstrated experience leading procurement operations, contract administration, and vendor relationship management programs.
  • Experience with negotiation and management of construction contracts and construction related equipment and supplies.
  • Proven success in negotiating complex contractual agreements and developing strategic supplier partnerships.
  • Experience developing and implementing procurement policies, procedures, and internal controls.
  • Strong knowledge of competitive bidding processes, contract management practices, and regulatory compliance requirements.
  • Demonstrated ability to build collaborative relationships and effectively partner with a diverse campus community and senior leadership.
  • Excellent analytical, organizational, problem-solving, and decision-making skills.
  • Exceptional written, verbal, and interpersonal communication skills.
  • Proficiency with financial and enterprise systems, including advanced use of Microsoft Excel and Microsoft Word.
  • This position requires a flexible work schedule, including early mornings, late evenings and/or occasional weekends to support extended student services.
Preferred Qualifications
  • Master’s degree in a related discipline strongly preferred.
  • Experience with Banner or a comparable ERP system preferred.
  • Experience with electronic contract management platforms preferred.
  • Experience with eProcurement and automated purchasing systems preferred.

Hofstra University provides the above salary* as a good faith estimate of the starting pay range which considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience and education.
