Description
Sierra7, Inc. is seeking a Senior Instructional Systems Designer, who will support training development and performance improvement initiatives as part of the iFAMS Deployment Team under the VA’s Financial Management Business Transformation (FMBT) Program. The ISD will lead the planning, coordination, design, and development of instructional materials that align with healthcare occupational analysis, performance objectives, and adult learning principles. This role involves working closely with subject matter experts and stakeholders to identify training needs, analyze learning gaps, design engaging course content, and implement effective training interventions to support end-user adoption of iFAMS across the Veterans Health Administration (VHA).
Position Responsibilities:
• Lead the design and development of instructional content based on healthcare occupational analysis and task/learning relationships.
• Determine learning objectives and cluster learning events to organize instructional modules effectively.
• Develop comprehensive instructional design plans aligned with stakeholder expectations and user needs.
• Apply evidence-based models to analyze learning challenges and select appropriate instructional and teaching strategies.
• Collaborate with stakeholders and SMEs to identify training needs, assess performance gaps, and present targeted learning solutions.
• Design, develop, implement, and evaluate instructional materials including e-learning modules, facilitator guides, job aids, and quick reference tools.
• Ensure training interventions align with best practices in adult learning, cognitive science, and behavioral design.
• Support development of iFAMS-related training deliverables, including readiness assessments, communications, and stakeholder engagement materials. Work closely with project teams to develop training aligned to deployment phases and system configuration.
• Ensure all instructional content meets Section 508 compliance standards for accessibility.
• Contribute to other related documents such as training plans, strategy papers, decision memos, and after-action reports.
Requirements
• Advanced knowledge of instructional design methodologies (e.g., ADDIE, SAM) and adult learning principles.
• Experience developing training solutions for large-scale enterprise system implementations, preferably in federal healthcare environments.
• Ability to conduct needs assessments, learning gap analyses, and performance evaluations.
• Strong collaboration and communication skills, with experience working with cross-functional teams and subject matter experts.
• Proficiency in developing training content using tools such as Articulate, Adobe Captivate, Camtasia, or equivalent.
• Familiarity with Learning Management Systems (LMS) and digital training deployment platforms.
• Understanding of federal training and performance improvement standards.
• Ability to meet accessibility and usability requirements, including Section 508 compliance.
Education & Experience:
• Bachelor’s Degree (BA/BS) in Instructional Design, Education, Psychology, Organizational Development, or a related field (required).
• Minimum 8 years of professional experience in instructional systems design, curriculum development, and performance improvement.
• Experience supporting federal government programs, preferably in healthcare or financial transformation initiatives.
• Prior experience developing training materials for ERP system deployments, financial systems, or large-scale IT rollouts is preferred.
