The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking a Senior Learning and Organizational Development Specialist (Administrator V). This is an advanced level within the Organizational Development & Training function of the Office of Human Resources. This position serves as a senior internal consultant with enterprise-level responsibilities including MDOT-wide program leadership, learning and organizational development subject matter expertise, cross organizational influence and coordination. The incumbent partners with TSO leaders, MDOT modal administrations, human resources partners, and other stakeholders assessing organizational and workforce needs, and design, implementing and evaluating solutions that strengthen leadership effectiveness, workforce capability, team performance, employee experience, and organizational readiness for change.

Responsibilities include but are not limited to the following: 

  • Leading MDOT-wide organizational development from scoping through implementation and evaluation.
  • Conducting organizational, team, and performance assessments.
  • Synthesizing qualitative and quantitative formation and recommending practical interventions aligned to business needs.
  • Partnering with TSO and Modal leaders for organizational effectiveness needs.
  • Designing and facilitating workshops, leadership/team sessions, and problem solving engagements.
  • Developing and supporting change readiness for process, policy, and technology changes.
  • Integrating applied practices into leadership solutions.
  • Improving transferring to the workplace with follow up activities.
  • Supporting mentoring, coaching, and critical function development.

This vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

Preferred Qualifications:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

 Experience: 

Six (6) years of experience in administrative staff or professional work. 

Three (3) years of this experience must include designing, implementing, and evaluating enterprise-wide learning and organizational development initiatives.

The ideal candidate will possess:

  • Master's Degree in Organizational Development, Human Resources, Instructional Design or other related field.
  • Experience with instructional design theories, adult learning and distance learning methods, and change management techniques.
  • Experience in leadership development program design, delivery and measurement a plus
  • Experience using Cornerstone or a similar Learning Management System.
  • Experience using InDesign, Capivate, Storyline, GoAnimate, Camtasia, or other instructional design/learning software.

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
