Provide scientific and technical skills in conceptualizing, designing, obtaining support for, conducting, and managing one or more of the following: (1) major research projects; or (2) major development projects, particularly those for which scientific principles are applied to the creation of: (a) tools to improve the efficiency or quality of the practice of test development or statistical analysis; (b) new item types; (c) the scoring of responses to open-ended items; (d) innovative assessment prototypes or products. Disseminate results and implications of projects.

Primary responsibilities
  • Participate in determining research policies and priorities, which have broad organizational implications. Serve on policy and planning committees
  • Generate or contribute to new or modified theories of educational and psychological processes, research methodology and analytic or interpretative procedures that are relevant to educational assessment.
  • Advance the area of measurement science by applying principles from cognitive science, computer science, statistics, psychometrics, educational policy, education, or a related field to the  design and development of new research projects.
  • Conceptualize, design and provide leadership for the conduct of major research, development, or large-scale analysis projects usually involving coordination of a variety of professional and support personnel
  • Plan long-term substantive research agenda that draws upon an appropriate scientific field (e.g., psychology, educational policy), and new technologies to advance the science of measurement .
  • Provide leadership in the development of proposals for major research, development, or large-scale analysis projects and obtain financial support for new or continuing research activities
  • Coordinate the development of initial and final proposal and program budgets
  • Design and conduct complex scientific studies functioning as an expert in the major facets of the programs; respond as a subject matter expert applying acquired knowledge and experience to questions of broad policy implication.
  • Provide expert consultation and collaboration on problems arising from substantive research and/or testing programs, or corporate management concerns.
  • Direct the scientific, financial and administrative conduct of major research, development, or large-scale analysis projects, exercising well-developed skills in the management of human and other resources.
  • Oversee the development and application of technical competence of less senior staff.
  • Implement dissemination activities utilizing various methodologies to reach specific audiences.
  • Disseminate knowledge, particularly the results of activities through the publication of research papers, progress and technical reports, the presentation of seminars or other appropriate communication vehicles.
  • Initiate, develop, promote and maintain professional relationships as representative, consultant or advisor to external advisory or policy boards and councils, research organizations, educational institutions and educators.
  • Respond to requests initiated by professional colleagues, educators, and as appropriate the press and the public.
  • Maintain appropriate contact with funding agencies for the development of new research programs and projects.
  • May regularly carry out administrative responsibilities related to planning and monitoring research activities in areas of interest to ETS or one of its clients.

  • Analysis: Reviewing quantitative (financial) or conceptual problems and situations, and drawing appropriate and valid conclusions from data presented, sifting through data to determine the most significant elements.   • Client Relationships: The development and perpetuation of successful and mutually- beneficial client relationships where customers become business partners with common goals, positive attitudes, cooperative work styles, open communications and team spirit.
 
Education 
  • Ph.D. or Ed.D. in a Cognitive Science-related field, Educational Psychology, Educational Technology, Statistics, Psychometrics, Policy, Sociology, Computer Science, or similar area is required.
  • 8 years of independent research experience providing evidence of continuing and substantial contributions to a field of study are necessary.
