We are seeking a highly motivated and experienced Senior Analyst for Training & Development for our Department of Equity and Inclusion. The Senior Analyst plays a critical role in conducting research, designing, implementing, and evaluating training programs aimed at advancing the City of Raleigh’s effort of creating a welcoming workforce that fosters a positive and inclusive work culture, improves skill development, and furthers the City’s commitment to a successful organization.
Additionally, under direction of the Training and Development Supervisor, the Analyst, Sr will collaborate with department leaders, HR, and other key business partners to identify critical training and material needs. The candidate will also develop comprehensive training programs and workshops that promote inclusive perspectives, foster belonging, and support professional growth of employees at all levels.
This position offers a hybrid/flexible schedule, and is required to attend, lead, or support evening and weekend activities as needed.

The ideal candidate will bring their passion and expertise in equity and inclusion training, including monitoring and evaluation tactics that lead to metrics and data analysis. This candidate also has experience developing collaborative partnerships, providing consultation services to key partners and stakeholders related to equity and inclusion initiatives, and identifying training strategies that support the achievement of organizational goals.

The Department of Equity & Inclusion is one of the few departments that serves internal staff and external community members. DEI oversees strategy, programming, and learning related to equity, inclusion, access, and belonging through our Minority & Women Owned Business Program, Community Relations, and Training & Development program areas. Through education/awareness, policy development, assessment, and action planning for issues related to persons with disabilities, gender identity, sexual orientation, race, ethnicity, community health, and social justice, DEI is charged with identifying opportunities and implementing practices that advance the City of Raleigh in its equity and inclusion efforts.
Duties and Responsibilities
- Data Collection
- Monitor updates to DEI training best practices and assist in the improvement of relevant trainings and language
- Develop inclusive systems of data collection that assist in the improvement of existing trainings both within and outside the Department of Equity and Inclusion
- Create systems of analysis and reporting in formats that are accessible to stakeholders
- Training Curriculum & Facilitation
- Assist in the creation of new training curriculum and learning materials grounded in best practice and internal research
- Field and organize requests for new trainings from external departments
- Utilize DEI theories and core concepts in the development of learning material
- Serve as a primary facilitator for department-led trainings
- Administration
- Monitor and update resources and references for equity- and inclusion-related learning
- Assist with tracking staff participation and completion of assigned trainings within the department and organization using learning management systems
- Support and consult with external departments by providing insight into best practice, particularly related to City initiatives and specific tactics that support the community
- Manage training and development related communications
Other Duties
- Assume leadership of activities that arise as part of strategic departmental initiatives, foster innovative solutions, and actionable steps
- Support flagship departmental programs and initiatives
- Maintain a commitment to advancing the work, mission, and vision of the Department of Equity and Inclusion within the City of Raleigh. This position will be expected to remain up to date on the issues and trends that impact the community and associated implications for local government
Typical Qualifications
Education and Experience:
Bachelor's Degree in education, organizational development or directly related field and five years of training and development experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
- Three to five years of experience developing community-based and organizational excellence training content and material
- Three to five years of experience working with underrepresented or marginalized identities
- Three to five years of experience working with non-profits or local government
- Experience with SPSS, R, STATA, or any alternative statistical software
- Comfort with Microsoft Suite (Word, Excel, PowerPoint, Forms, etc.)

- Advanced knowledge and understanding of diversity, equity, and inclusion principles and practices
- Exceptional analysis, communication, and relationship-building skills
- Analyze complex issues and provide strategic recommendations
- Comfort with the analysis of large and small data sets.
- Experience in project management and strategy execution
ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
