State Strategy Program Manager Full Description

Overview 
The State Program Manager will support the execution of PowerSchool’s state-level go-to-market initiatives in alignment with the Global Public Sector & Alliances strategy. Working under the direction and guidance of State Strategy leadership, this role coordinates and facilitates the activities required to strengthen relationships with State Departments of Education (DOE), increase win rates in state procurements, and position PowerSchool as the partner of choice in the K-12 education market. 

This role requires strong program coordination skills, attention to detail, and the ability to work collaboratively across functions to ensure successful delivery of state pursuit activities. The State Program Manager follows established priorities and direction from leadership while ensuring internal processes run smoothly and resources are aligned for execution. 

Key Responsibilities 
State Strategy Execution & Pursuit Support 
  • Execute state pursuit team activities—including coordination with lobbyists, sales leaders, and other stakeholders—based on direction from State Strategy leadership. 
  • Facilitate the planning and tracking of state-level campaigns, ensuring that assigned tasks, timelines, and deliverables are met. 
  • Partner with the RFP team to support timely, high-quality responses to state procurements, including organizing inputs and following up on action items. 
  • Maintain and update a calendar of key state procurement and legislative timelines, providing visibility to State Strategy leadership. 
Pipeline Development & Progression 
  • Support processes to identify, qualify, and advance state opportunities in collaboration with sales and business development teams. 
  • Track pipeline health and progression for state-level opportunities, escalating issues or risks to State Strategy leadership. 
  • Assist with the coordination of state-specific marketing campaigns, events, and outreach activities to drive prospecting and top-of-funnel activity. 
Cross-Functional Coordination 
  • Serve as a central point of coordination between Sales, RFP, Legal, Marketing, Product, and Government Affairs, ensuring execution is aligned to the state strategy direction. 
  • Organize and document pursuit-related meetings, capturing decisions and tracking follow-up actions. 
  • Ensure pursuit activities align with broader GTM transformation initiatives, as outlined by leadership. 
Program Operations 
  • Maintain program plans, stakeholder maps, and communication cadences for each state initiative. 
  • Monitor progress against leadership-defined objectives, proactively flagging risks, dependencies, and areas needing support. 
  • Prepare status updates and reports for leadership on state pursuit activities, including key wins, risks, and competitive insights. 
    • Contribute to the improvement of pursuit processes to help reduce cycle time and improve coordination. 
 
Qualifications:
  • Bachelor’s degree required; advanced degree or PMP/Six Sigma certification a plus. 
  • 3+ years’ experience in program or project coordination—preferably within enterprise software, public sector, or education technology—and/or experience supporting sales teams in large, complex deals, preferably in the state or government market. 
  • Familiarity with public sector procurement processes, particularly RFPs and government contracting. 
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities under guidance from leadership. 
  • Strong written and verbal communication skills; experience facilitating meetings and tracking deliverables. 
  • Proficiency in Microsoft Office Suite and CRM tools (Salesforce preferred). 
  • Experience with standard sales process, pipeline management, and sales execution strongly preferred.

A reasonable estimate of the base compensation range for this position is $65,800 - $88,300 USD. This compensation range is specific to the United States and it incorporates many factors including but not limited to an applicant's skills and prior relevant experience and training; licensures, degrees, and certifications; specific geographic location; internal equity; internal pay ranges; and market data/range parameters.
