Training Institute Learning & Development Manager
About the Position: The Training Institute Learning & Development Manager is responsible for overseeing the design and implementation of agency learning & development initiatives, as well as the innovation and management of instructional design projects for a variety of ODMHSAS stakeholders. This position requires a collaborative approach to enhance agency-wide training and staff development, and support educational events and opportunities for ODMHSAS partners, professional care providers, and community.

Responsibilities
- Oversee in-person workshops, e-learning, webinars, and blended learning; ensure materials are high quality, relevant, and accessible.
- Design and update training programs for onboarding, supervisory, leadership, and skill-building; ensure programs reflect organizational and industry changes.
- Provide guidance and functional support on instructional design tasks, including storyboards and curriculum development.
- Consult and collaborate with agency divisions to develop, implement, and manage learning initiatives.
- Lead and mentor a team of Learning & Development Specialists and Instructional Designers.
- Conduct project needs assessments, such as surveys and focus groups.
- Oversee regular maintenance of Learning Management Systems for eLearnings and live trainings.
- Lead efforts related to continuous improvement and documentation of processes and procedures for learning & development group.
- Collect and analyze participant feedback; report on program outcomes and areas for improvement.
- Perform other duties as assigned.
Minimum Qualifications
- Master’s degree and three years of professional experience;
- Bachelor’s degree and four years of professional experience;
- Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
Preferred Qualifications
- Degree in Education, Human Resources, Organizational Development or related field
- Four years supervisory experience
- Experience developing and facilitating training programs
- Experience with project management software solutions
- Proficiency with course authoring tools, such as Articulate 360 Suite and Adobe Creative Cloud
- Knowledge of SCORM and AICC standards
- Certified Professional in Talent Development (CPTD)
- SHRM-SCP, PHR, or equivalent HR certifications
