Position Overview:
Reporting to the Learning & Development Manager, the Training Specialist will be integral in the design, development, and facilitation of Harris County Public Health (HCPH) customized training programs. 

We are seeking candidates that have experience developing and facilitating large scale training and development programs. Has a strong foundation in utilizing instructional design models to create effective learning programs, and highly skilled in facilitating training in a virtual and in-person setting.

A successful training specialist will go above and beyond to design, evaluate, and deliver a range of training programs within various fields of expertise. Ultimately, this role requires a passion for delivering exceptional training and material while being a strong motivator to help others excel.

The position is set to end in November 2027 or sooner.

Duties & Responsibilities:
  • Identifies and recommends public health customized training programs by performing needs assessment on a routine basis
  • Develops training materials by completing thorough research and assessing the needs of public health leadership
  • Facilitates engaging training classes and workshops in a hybrid environment (virtual & in- person)
  • Collaborates with the Office/Division leadership to respond to training requests, and conduct training as appropriate
  • Assesses effectiveness of training programs based on participant feedback. Reports findings to Senior HR Manager
  • Creates reports and briefings to update Senior HR Manager on work status
  • Sources for external training vendors in compliance with the Harris County procurement policies
  • Partners with HCPH Employee Relations to address gaps in trainings based on trends

Requirements

Education:
  • Bachelor's Degree in Organizational Development, Human Resources, or other related field

Experience: 
  • At least four (4) years of experience in training & development, or teaching environment
  • At least one (1) year of experience in data analytics to track and report on user participation, create evaluation materials, and metrics

Knowledge, Skills and Abilities: 
  • Knowledge of adult learning principles and instructional design models
  • Strong understanding of training and development methodologies across in-person, virtual, and hybrid formats.
  • Knowledge of public health principles and workforce development needs, particularly in a government or nonprofit setting.
  • Proficient in developing and delivering engaging training programs using presentation software (e.g., PowerPoint), virtual platforms (e.g., Zoom, MS Teams), and learning management systems (LMS).
  • Strong facilitation and public speaking skills with the ability to adapt to diverse learner groups and engagement styles.
  • Skilled in preparing training materials, manuals, and presentations tailored to various levels of staff.
  • Ability to assess organizational training needs and align learning initiatives with agency goals.
  • Ability to foster a learning culture that encourages continuous improvement and professional growth.
  • Ability to analyze feedback data and apply findings to improve future training sessions.

Position Type and Typical Hours of Work:
  • This is a full-time position. Days and hours of work are typically Monday through Friday, from 8am to 5 pm. Others days and hours as necessary.
Work Environment: 
  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands: 
  • This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
Location: 
  • 1111 Fannin, 77002. Remote work available after 90 days of employment, unless currently employed
