Overview
GovCIO is currently hiring for a Training Specialist/Instructional Developer to support the analysis, design, and development of U.S. Navy training products. This position will be located in Pensacola, FL, and will be a fully remote position.
Responsibilities
The successful candidate will lead front-end instructional design activities and work directly with Government Subject Matter Experts (SMEs) to transform technical information and training requirements into structured, effective instructional content. This position will be responsible for instructional analysis, learning-objective development and mapping, scriptwriting, storyboard development, and coordination with multimedia developers to ensure final products meet applicable NAVEDTRA standards. Key responsibilities include:
- Conduct front-end instructional analysis to identify training requirements, performance needs, content requirements, and appropriate instructional approaches.
- Analyze source documentation, existing curriculum, technical materials, and SME input to support development and revision of Navy training products.
- Develop, review, revise, and map learning objectives to applicable training requirements.
- Write clear, technically accurate instructional scripts for interactive and web-based training.
- Develop detailed storyboards that communicate instructional content, learner interactions, graphics, animations, media, navigation, assessments, and developer instructions.
- Collaborate directly with Government SMEs to validate technical accuracy and instructional content.
- Facilitate SME reviews and incorporate adjudicated feedback into instructional products.
- Ensure instructional products conform to applicable NAVEDTRA standards and Government requirements.
- Apply sound instructional design principles, adult-learning concepts, and systematic instructional development methodologies.
- Organize technical information into logical, learner-centered instructional sequences.
- Design appropriate instructional interactions, practice opportunities, knowledge checks, and assessment strategies.
- Collaborate closely with multimedia and technical developers throughout the development lifecycle.
- Review developed multimedia products against approved storyboards to ensure instructional intent has been accurately implemented.
- Participate in internal peer reviews, quality assurance reviews, Government reviews, and product validation activities.
- Revise instructional materials based on Government, SME, QA, and testing feedback.
- Maintain traceability among source requirements, learning objectives, instructional content, and assessments.
- Support production schedules and ensure assigned instructional products are completed in accordance with project milestones.
Qualifications
Bachelor's with 2-5 years (or commensurate experience)
Required Skills and Experience
- Clearance Required: Secret
- Relevant professional experience sufficient to meet or exceed applicable contract labor-category requirements.
- Demonstrated experience performing instructional systems design, curriculum development, or training development.
- Experience conducting instructional analysis and translating technical requirements into effective learning solutions.
- Demonstrated experience developing measurable learning objectives.
- Strong scriptwriting and storyboard-development skills.
- Experience collaborating directly with technical SMEs to develop and validate instructional content.
- Ability to analyze complex technical information and present it clearly for an intended learner population.
- Knowledge of instructional design principles, adult learning theory, and training-development methodologies.
- Strong writing, editing, organization, and communication skills.
- Ability to work effectively with instructional designers, software developers, multimedia developers, Government personnel, and SMEs.
- Ability to manage multiple products and deadlines in a structured production environment.
- Ability to obtain and maintain the required Public Trust access necessary to access Navy networks and training systems.
Preferred Skills and Experience
- Previous experience developing training for the U.S. Navy, Department of Defense, or another Federal Government organization.
- Working knowledge of NAVEDTRA curriculum and training-development standards.
- Experience developing Interactive Multimedia Instruction or web-based training.
- Experience writing detailed storyboards for implementation in tools such as Adobe Captivate.
- Familiarity with SCORM-compliant training and Learning Management Systems.
- Experience developing knowledge checks, assessments, and other instructional evaluation instruments.
- Familiarity with formal Government curriculum review, quality assurance, and acceptance processes.
- Experience working within multidisciplinary teams consisting of SMEs, instructional designers, multimedia developers, programmers, and Government stakeholders.
Posted Salary Range
USD $65,932.00 - USD $65,932.00 /Yr.
