What You'll Do:
Workday Oregon is a vital division within DAS. We manage and support the Workday HRIS system that powers HR, Payroll, Time Tracking, Benefits, and more across all branches of Oregon state government.
As our next Workday Learning and Development Specialist, you will:
- Design, develop, and deliver engaging, virtual training on all components of our Workday system.
- Collaborate with subject matter experts and partners to create accessible, learner-focused content.
- Evaluate training effectiveness and use feedback, data, and system updates to continuously improve statewide resources.
- Participate in change management initiatives and help agencies successfully adopt new Workday functionality.

What We Are Looking For
Minimum Qualifications:
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;
OR
Five years of work experience designing, planning, and implementing organizational development strategies.
A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
Desired Attributes:
- Demonstrated commitment to equity and accessibility in training materials and delivery, with examples of applying inclusive practices and supporting continuous improvement in learning outcomes.
- Proven experience designing and delivering training programs to large, diverse audiences across multiple locations or agencies, including virtual delivery.
- In-depth knowledge and practical application of HR, Payroll, Time Tracking, and related processes within Workday or similar enterprise system.
- Demonstrated expertise in facilitation and instructional design, including the ability to create learning objectives, develop curriculum, and adapt training methods for various learning styles.
- Strong analytical and problem-solving skills, with experience managing training projects from planning through evaluation, including use of tools like Excel, survey platforms, or learning management systems.
- Familiarity with state government operations and collective bargaining agreements.

- The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
