POSITION SPECIFICS
The Military and Third-Party Contracts Team within the Office of the Bursar is seeking a motivated individual to fill a full-time position as Accounting Manager - Manager. This individual will be responsible for the leadership, supervision, project management, compliance, reporting, financial analysis, and system functionality/performance for the Military and Third-Party Contracts Team within the Office of the Bursar.

The responsibilities of the Accounting Manager include, but are not limited to the following:
  • Oversee the day-to-day operations of the third-party billing and payment processes for external sponsors, including corporations and government agencies (both domestic and international). Ensure accurate contract setup, invoicing, payment posting, and reconciliation of all third-party receivable accounts.
  • Create efficiencies, which may include the identification of new third-party services, enhancing the invoicing and payment processes for third-party sponsors, and improving customer service within the Military and Third-Party Contracts Team.
  • Maintain compliance with military funding and international sponsor payment reporting.
  • Manage the Military and Third-Party Contract Team, which includes hiring, training, and evaluating staff to ensure outstanding customer service and compliance with university policies at all levels of the organization.

The successful candidate for this position must possess:
  • Strong accounting skills with a focus on accurate reconciliation and the ability to identify and resolve discrepancies in complex account transactions.
  • Excellent written and verbal communication skills to address unique situations and concerns in daily interactions with various Penn State offices, outside agencies, parents/families, and students.
  • Ability to analyze financial data, identify discrepancies and implement effective solutions.
  • Excellent problem-solving skills to plan, organize, delegate, and direct work objectives, priorities, and deadlines.
  • Proficient knowledge of Microsoft Office Suite applications including advanced proficiency in Microsoft Excel with the ability to interpret and analyze data. 
  • A high level of professionalism and the ability to meet specific deadlines and demonstrate the ability to work both independently and as part of a team and handle multiple tasks simultaneously.
  • Strong organizational skills with attention to detail.
  • Experience leading and managing teams/employees.
  • Experience with ERP systems (eg. PeopleSoft, Flywire, etc.) preferred.
  • Experience with student and business systems/software is highly desirable.
 
MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS
