Administrative Business Analyst Full Description

Position Summary

The Administrative Business Analyst coordinates and oversees the day-to-day operational, financial, and human resources functions for the Division of Engineering Computing Services (DECS), the College of Engineering’s information technology department. The position supports a service-oriented IT unit by overseeing core business operations and providing cross-functional coordination, operational leadership, analysis, and process improvement. The role serves as a key resource for faculty, staff, students, administrators, and external partners; applies university, college, and unit policies; manages administrative processes; ensures compliance; and identifies opportunities for continuous improvement across DECS business operations.

DECS is the information technology department for the College of Engineering at Michigan State University. DECS operates as a service-oriented unit that provides responsive, reliable IT support for faculty, staff, and students, enabling teaching, research, and administrative operations across the College.

Hybrid Work Arrangement

This position offers the potential for a hybrid work arrangement that blends in-office and remote work. The specific arrangement will be determined by the supervisor based on departmental priorities and operational needs.

Key Responsibilities:

General Business Operations

Oversees operational, procurement, and asset management functions supporting DECS services and facilities.

  • Manages inventory, hardware, and software service agreements, including tracking and timely renewal of maintenance contracts
  • Coordinates procurement activities, including high-dollar equipment purchases, vendor engagement, and liaison with Procurement
  • Oversees access control, keys, and electronic permissions for offices, computing labs, and remote locations; conducts annual inventories and audits
  • Submits and monitors IPF service requests and oversees office, lab, and infrastructure-related operational needs
  • Identifies opportunities to improve business processes, ensures compliance with policies, and implements operational improvements

Human Resources

Provides comprehensive human resources support and coordination for DECS in compliance with university policies and procedures.

  • Serves as the primary HR liaison for the unit, advising supervisors and employees on HR processes, policies, and procedures
  • Coordinates recruitment and hiring for regular, temporary/on-call, and student employees, including postings, interview scheduling, and onboarding
  • Processes appointment, payroll, rate change, and termination actions; resolves payroll issues and responds to employee inquiries
  • Ensures compliance with employment requirements, including I-9 verification and maintenance of confidential employee records
  • Maintains employee confidentiality and applies discretion when handling sensitive personnel matters

Financial Management & Budget

Manages financial planning, accounting, and fiscal oversight activities for DECS.

  • Coordinates budget planning and financial reporting for the unit
  • Reviews, reconciles, and approves financial transactions to ensure compliance with fiscal policies
  • Maintains financial management records and resolves transactional discrepancies
  • Verifies purchases, processes billings, and monitors expenditures to ensure appropriate use of funds
  • Prepares and analyzes financial data to support operational decision-making

Other Duties as Assigned

Performs additional responsibilities as needed to support DECS and College of Engineering operations.

Minimum Requirements

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in business, public administration, human resources, higher education administration, organizational leadership, or a related field; one to three years of related and progressively more responsible experience supporting business, operational, financial, or human resource functions within a professional office environment, experience with word processing, database, spreadsheet, presentation software and/or desktop publishing, web page software; or an equivalent combination of education and experience.

Proven ability to independently manage diverse business functions, including human resources, financial administration, procurement, and operational activities. Demonstrated experience applying institutional policies, ensuring fiscal compliance, and overseeing complex transactions such as recruitment processes and high-value purchases or contracts.
