Scope of Job | To manage the daily operations of the university administrative information systems and other supporting third-party applications. Responsible for the implementation, operations, maintenance, and procedures of the university administrative information systems as well as other complimentary or standalone systems and the coordination of personnel supporting these systems.
Description of Duties | Oversees day-to-day operations of assigned area with Business Technology Operations. Responsible for evaluation, recommendation, acquisition, implementation, deployment, and on-going support and maintenance of assigned functional applications to ensure functional requirements are met, as well as integration among applications to provide effectiveness and efficiency of business operations. Plans, organizes, prioritizes and schedules functional information systems project implementations and assigns tasks to appropriate team members. Liaises with coworkers, IT staff, functional module owners, Business Analysts and external vendors on all aspects of functional project implementation to ensure quality and timely implementation, seamless integrations across all business applications, systems, platforms, and infrastructure; as well as data integrity to ascertain compliance. Supervises, manages, guides, and coaches assigned staff; establishes standards for work assignments and develops necessary guidelines and procedures. Reviews and evaluates business processes and technology usage for efficiency and recommends improvements. Assists staff in the development of methodology, workflow and process mapping for the full spectrum of assigned functional areas to streamline business processes where necessary. Serves as primary liaison of functional areas, module Business Analysts, and IT staff regarding functional information needs of responsible areas. Evaluates employee performance, provides professional development and training, recommends staff merit, promotion, reclassification, as well as handles disciplinary issues and demotions where necessary. Develops short and mid-terms plans for the assigned area. Consults with director on the progress of work in the functional area(s) assigned. Participates in departmental policy development, budget and strategic planning; provides recommendations for departmental information system needs (hardware and software) in line with departmental and divisional short-term and long-term goals. Other duties as assigned.
Supervision Received | General direction from the assigned supervisor.
Supervision Given | Direct supervision of all assigned staff.
Required Education | Bachelor’s degree in Computer Information Systems or closely related area from an accredited university.
Preferred Education | Master’s degree.
Licenses/Certifications | None.
Required Experience | Five (5) years of progressive work experience with ERP systems, project implementations, business applications and implementations of other related functional administrative applications. Experience must include project management, complex problem diagnostics and troubleshooting techniques, interface among application systems, conversion designs and business process reengineering, Or seven (7) years of the above stated experience in lieu of a CIS related Bachelors degree.
Preferred Experience | Supervisory experience.
Equipment | Proficiency in Microsoft Office including Word, Excel, PowerPoint, Project, Visio, Adobe Acrobat and Life Meeting.
Working Conditions | Needs to be able to successfully perform all required duties. Usual office conditions. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
Other | Flexibility to work night and/ or weekends and some traveling may be required. Must be able to multitask, manage multiple projects and ad-hoc requests concurrently. Must have excellent interpersonal and communication (oral and written) skills and strong work ethic. Must have the ability to interact successfully with diverse constituencies, builds teams and develop strong customer relations. Must have strong management and organizational skills and the ability to make effective decisions. Ability to read, understands, interpret and apply instructions in various operations manuals and policies.
To the extent this position requires the holder to research, work on, or have access to critical infrastructure as defined in Section 117.001(2) of the Texas Business and Commerce Code, the ability to maintain the security or integrity of the critical infrastructure is a minimum qualification to be hired and to continue to be employed in the position.
