  • Advanced degree (JD, PhD, MD, or equivalent) in a relevant field.
  • At least 5 years of progressively responsible leadership experience in research compliance at a university, academic medical center, or federal agency.
  • Demonstrated knowledge of federal and state research compliance regulations and best practices.
  • Experience managing compliance programs across multiple areas (IRB, IACUC, biosafety, export control, etc.).
  • Strong leadership, communication, and consensus-building skills.
Preferred Qualifications
  • Experience at a Carnegie R1 university.
  • Record of developing innovative compliance training and outreach initiatives.

Job Description
The AVP & CRCO will provide strategic leadership and oversight for research compliance programs, policies, and procedures in alignment with federal, state, and institutional regulations. Reporting to the Vice President for Research, the AVP & CRCO will serve as the senior compliance officer responsible for safeguarding Texas State’s growing research enterprise approaching $200 million in annual research expenditures. The AVP & CRCO will oversee a growing office with currently a staff of 6 direct reports.
Job Duties
  • Lead the development, implementation, and monitoring of research compliance programs, including:
    • Human subjects research (IRB)
    • Animal care and use (IACUC)
    • Biosafety, radiation, and laboratory safety
    • Research security, export control, and conflict of interest/commitment
    • Research integrity and misconduct investigations
Provide strategic guidance on compliance issues to senior leadership, faculty, and research staff. Ensure compliance with federal and state laws, including but not limited to NIH, NSF, DOE, USDA, DOD, and Texas regulations. Partner with university leadership to strengthen research security, including implementation of state and federal requirements related to foreign influence, cybersecurity, and data protection. Develop and deliver education, training, and outreach programs to promote a culture of compliance and ethical research conduct. Supervise compliance staff, manage budgets, and coordinate with university offices such as Legal Affairs, Internal Audit, and Risk Management. Represent Texas State in external audits, site visits, and interactions with federal and state agencies
