Primary Function of Organizational Unit  | The University Procurement Department is a service unit within the Division of Business and Finance and reports to the Office of the Associate Vice Chancellor for University Budget and Financial Planning. The department is responsible for administering the University’s procurement function in accordance with North Carolina procurement laws, State Procurement Manual requirements, and University policies and procedures.The Procurement Department provides strategic and operational procurement services to campus departments to support the University’s academic, research, and administrative missions. The unit ensures the timely, compliant, and cost-effective acquisition of goods and services while promoting transparency, accountability, and strong vendor partnerships. The department is staffed by a team of professional, experienced, and dedicated employees committed to providing high-quality customer service, regulatory compliance, and continuous process improvement.

Primary Purpose of Position  | The primary purpose of this position is to assist the Procurement Director in the administration and management of the University’s procurement operations to ensure compliance with North Carolina procurement laws, State Procurement Manual requirements, and University policies and procedures. This position provides operational oversight of complex and high-value procurement activities, including competitive solicitations, contract negotiations, and waivers of competition, while exercising delegated procurement authority to review and approve procurement actions, supporting documentation, and contractual agreements.The position provides direct supervision, training, and professional development to procurement staff to ensure effective service delivery, regulatory compliance, and continuous professional growth. This role serves as a key liaison between the University and State Purchase and Contract, campus departments, vendors, and external partners to support strategic procurement initiatives and resolve complex procurement matters.Additionally, this position monitors procurement performance metrics, identifies trends, and recommends process improvements and strategic sourcing opportunities to enhance operational efficiency and cost effectiveness. The position supports procurement policy development, audit preparation, compliance monitoring, and campus outreach efforts by leading or assisting with procurement training and education initiatives. The position also performs the duties of the Procurement Director in their absence or as assigned.
Required Knowledge, Skills, and Abilities  | Demonstrated experience working with North Carolina State Purchasing and Contracts Guidelines and the University of North Carolina Purchasing Guidelines is preferred.

Candidates should possess experience working within a higher education environment and have successfully completed North Carolina State Contract Management Training or have the ability to obtain this training within a specified timeframe.
Minimum Education/Experience  | Bachelor’s degree; or Associate’s degree and two years of related experience; or an equivalent combination of training and experience.
